摘要
当河流在上下游之间出现共界问题时,区域的权责难以区分,这是水环境补偿方案制定中存在的一个难点。以赤水河流域作为研究对象,在阐述生态现状的基础上,围绕水环境补偿机制的建立与完善,从补偿策略、补偿标准和方案制定等方面提出了若干探索性建议,指出跨三省流域建立水环境补偿机制中应权衡的上中下游之间利益关系,按照流域面积和河岸长度对赤水河中游地区作为贵州和四川两省界河进行权责区分,以期为推动云南、贵州、四川三省赤水河流域生态文明建设的进一步发展提供借鉴与参考。
        When the river is taken as the boundary between the upstream and downstream areas,it is difficult to distinguish the regional rights and responsibilities,which causes a difficulty in the formulation of water environmental compensation scheme. Taking Chishui River basin as study object,on the basis of elaborating ecological construction status,some proposals to the establishment and perfect of water environmental compensation mechanism are put forward from aspects of compensation strategy,standard making and implementation. In the establishment of water environmental compensation mechanism across the three provinces,Yunnan,Guizhou,and Sichuan,the interests of the upper,middle and lower reaches should be weighed according to the drainage area and the length of the river bank of the middle reaches of the Chishui River for Guizhou and Sichuan provinces. It is hoped to provide references for promoting the further development of ecological civilization construction among Yunnan,Guizhou and Sichuan provinces in Chishui River basin.
