测绘科学与技术转型升级发展战略研究

摘要
讨论了当今经济社会发展中信息化、全球化新形势下测绘科学与技术转型升级发展总体战略,重点分析了这种背景下测绘科学与技术转型升级发展的国家需求与必要性,明确转型升级发展的战略地位与内涵,研究转型升级的科技创新体系,探讨转型升级后测绘科学与技术在社会发展与国家安全保障中的应用与服务,提出和构建转型升级的学科建制、人才培养模式和研究平台,提出重点发展方向、趋势和策略,为实现测绘科学与技术全面转型升级发展提供参考。
        Firstly, this paper discusses the overall strategy of surveying and mapping science and technology transformation and upgrading under the current situation of informatization and globalization in economic and social development;meanwhile, focuses on the analysis of the national needs and necessity of surveying and mapping science and technology transformation and upgrading in this context. The strategic status and connotation of transformation and upgrading are clarified, and the transformation and upgrading of science and technology innovation system are studied. Secondly, the application and service of surveying and mapping science and technology in social development and national security after transformation and upgrading are discussed. Finally, this paper proposes and constructs the construction system of the discipline of transformation and upgrading, the mode of talent cultivation and the platform of research, and puts forward the key development directions, trends and strategies. In summary, this paper can provide reference for the comprehensive transformation and upgrading of surveying and mapping science and technology.
