宁夏回族自治区污染源自动监控工作现状及对策分析

摘要
文章在对宁夏回族自治区污染源自动监控工作现状描述的基础上,针对宁夏污染源自动监控工作中存在的问题,提出了相应的对策,以期能更好地发挥污染源自动监控系统在环境监管中的作用。研究指出,污染物自动监控系统作为新型的环境管理手段,是坚决打好污染防治攻坚战的强有力后盾。宁夏回族自治区污染源自动监控系统始建于2007年,截至目前全区共建成1个区级污染源监控中心,6个地级市污染源监控中心,目前7个污染源监控中心全部正常运行。但目前依然存在着一些问题,因此宁夏回族自治区污染源自动监控工作需要建立稳定长效的运行机制,让其能在环境监管中发挥应有的作用。为此建议,全面落实企业主体责任,建立联动管理平台,强化污染源自动监控数据应用并制定数据应用办法,加强多部门联合检查,严厉惩治弄虚作假行为,建设动态监管系统,提高监管能力,加强专业人才培养,加大技术管理人员培训力度。
Based on the status on pollution sources automatic online monitoring in Ningxia Hui Autonomous Region,and combining with the existing problems,the paper proposed some feasible measures.By resolving the problems,it will strengthen the function of the online monitoring system in the environmental management.The study points out that as a new environmental management method, the automatic monitoring system of pollutants is a powerful backing for the prevention and control of pollution. The automatic pollution source monitoring system of Ningxia Hui Autonomous Region was established in 2007. Up to now, the region has built one district-level pollution source monitoring center and six prefecture-level city pollution source monitoring centers. However, there are still some problems at present, so the automatic monitoring of pollution sources in Ningxia Hui Autonomous Region needs to establish a stable and long-term operation mechanism, so that it can play its due role in environmental supervision. Thus, we should fully implement the primary responsibility of enterprises, establish the joint management platform, strengthen the application of the pollution sources automatic monitoring data and develop data application methods, strengthen the multi-department joint inspection, severely punish the fraud behavior, construct dynamic supervision system, improve the level of supervision, strengthen professional personnel training, and increase training for technical management personnel.
