中国土地制度改革对城乡发展的影响研究

摘要
无论是土地权利始终分配与土地权利的再分配,还是公共土地收益的处置和土地增值收益分配,以及国家内部的土地权利结构和土地收益分配,最根本的都在于对土地所有权的最终控制;土地制度与政策的变革,必须适应经济社会发展的形势,符合市场经济制度的改革方向,作为最为重要的资财与要素的土地,需要在坚持土地分配与收益公平的同时,发挥市场机制在土地资源配置中的决定性作用;土地权利与收益分配是直接关联的,不同的土地权利设计必然导致不一样的收益分配结果。在农村土地改革的过程中,需要更好地发挥土地要素对减低城乡收入比、促进城乡融合发展的重要作用。

Land rights and income distribution were directly related. Different land rights design resulted in different income allocation directly. In the process of rural land reform, it is necessary to give better attention to the importance of land elements in reducing urban-rural income ratio and promoting urban-rural integration effect.
