云南省消防产品监督管理系统研究与设计

摘要
在社会生活中,火灾是威胁公共安全,危害人们生命财产的灾害之一。火灾是世界各国人民所面临的一个共同的灾难性问题。它给人类社会造成生命、财产的严重损失。我们必须采用科学有效的管理方法来控制火灾的发生和蔓延,最大程度保护人民生命和财产的安全。
     伴随我国社会经济的飞速发展和信息化时代的来临,信息化已成为社会现代化发展的必然趋势。建设“电子政府”,推行电子政务成为政府目前的发展方向。公安消防部门作为我国社会消防监管力量的主体,担负着繁重的防火灭火和社会抢险救援任务。作为政府一个重要职能部门,公安消防部队在自身警力有限的情况下,如何利用信息化技术,利用网络平台建设消防产品社会化服务平台,提高自身工作效率和能力,更好地为社会提供迅速便捷的消防服务,满足社会发展对消防安全的需要,成为了我国公安消防部门共同面临的课题。
     本论文旨在对我国消防产品监管过程中存在的问题进行探讨,对云南省消防产品监督的管理方法进行研究,结合云南省消防产品网上验证管理制度的实施,利用计算机编程通过互联网实现云南省消防产品网上验证管理,最后,对比分析云南省在实施消防产品网上验证管理给云南的社会经济带来的社会效益和经济效益,为进一步深化科学管理提供实践经验。
     系统采用业界先进的Java EE技术,采用基于Browser/Server(浏览器/服务器)为主的三层结构模式,选择Java语言编写,后台利用数据库存储各类数据。系统实现了消防产品的网络认证服务系统,同时具备在线产品搜索、流向统计分析功能,为消防监督部门进行产品流向监控奠定良好的基础网络平台。此外,系统解决了目前消防管理部门存在的消防验收文档资料存储分散、工作效率较低、警务不透明以及产品监督管理人员业务素质层次不齐等问题,大大提升消防监督管理的能力。系统采用的平台与编程语言先进可靠,同时具备很强的功能扩展潜力,具备较强的应用价值。
In the social life, the fire is one of the disasters' for threat public security, harms one of people life and property. The fire is a common disastrous question to face who which the people of the other countries in the world. It gives heavy loss to the human society of create the life and the property. We must use the science effective management to control fire's occurrence and the spread for protects the people's life and the property security of the greatest degree.
     Follows our country social economy the swift development and informationization time oncoming, informationization oneself becomes the social modernization development the inevitable trend. The construction "the electronic government", the carrying out E-government becomes the government present development direction. The public security Fire service takes our country society fire prevention supervision strength the main body, is shouldering the arduous fire protection fire fighting and the society rescue mission. As a government important functional departments, does the public security fire prevention army in the own police forces limited situation, how using the informationization technology, serve the platform using the network platform construction fire prevention product socialization, raises own working efficiency and ability, provides the rapid convenient fire service well for the society, satisfies the social development to the fire security need, has become the topic which our country public security Fire service faces together.
     The present paper is for the purpose of the question which exists to our country fire prevention product supervision process in carrying on the discussion, conducts the research to the Yunnan Province fire prevention product surveillance's management, unifies the Yunnan Province fire prevention product on-line confirmation control system's implementation, realizes the Yunnan Province fire prevention product on-line confirmation management using the computer programming through the Internet. Finally, contrastive analysis Yunnan Province in the implementation fire prevention product on-line confirmation management the social efficiency which and the economic efficiency brings for Yunnan's social economy, is further deepens the scientific management to provide the experience.
     The system uses field advanced Java EE, uses three model structures based on Browser/Server (browser/server) the tactic pattern primarily, chooses the Java language compilation, the backstage saves each kind of data using the database. The system has realized the fire product network authentication service system, simultaneously has the online product search function. The system solved the documents material memory which present fire prevention Control section existed to disperse, the working efficiency to be low, the police service not transparent as well as the product management by supervision personnel professional quality level uneven and so on questions. The system uses platform and programming language advanced reliable, simultaneously has the very strong function expansion potential, has the strong application value.
