摘要

企业竞争力评价与提升研究是管理学研究领域的一个重要课题。近年来,国内外有关研究机构及学者从不同的角度对这一课题开展了一些有益的探索与研究工作,对构建科学的竞争力评价体系和指导企业培育与提升竞争力起到了一定促进作用。黑龙江省国有森工企业性质特殊、地位尤重,但企业竞争力却差强人意,不仅企业发展难以为继,还影响着黑龙江省区域经济的腾飞与我国林业产业化和现代化的进程。因此,对黑龙江省国有森工企业的竞争力进行研究,对其竞争力水平做出客观、科学的评价,找出其竞争力的薄弱环节,并进一步提升黑龙江省国有森工企业的整体竞争力水平,有着十分重要的理论意义和现实意义。
     本文在广泛吸收前人研究成果的基础上,在有关企业竞争力理论的指导下,对企业竞争力的概念与内涵进行了重新界定。在此基拙上,阐述了黑龙江省国有森工企业的内涵、特征、地位和发展概况,并分析了黑龙江省国有森工企业的发展趋势及其在发展过程中取得的成效和存在的问题。接着,从资源竞争力、制度与机制竞争力、企业运营竞争力和环境竞争力四个层面构建了黑龙江省国有森工企业竞争力评价的指标体系。利用此套指标体系,运用灰色综合评价法和熵值法对黑龙江省国有森工企业竞争力从纵向和横向两个角度进行了实证评价与分析,并根据评价结果,结合黑龙江省国有森工企业具体情况,提出了提升黑龙江省国有森工企业竞争力水平的对策,主要从企业规模实力提升、盈利能力提升、人力资源开发与培育和管理制度创新四个方面着手实施。
Competitiveness evaluation and enhancement is an important topic of management research. In recent years, domestic and foreign research institutions and scholars from different point of view carried out some useful exploration and research work of this subject, playing a catalytic role in constructing a scientific evaluation system and guideing the enterprises to cultivate and enhance competitiveness. The nature of the Heilongjiang Province state-owned forestry enterprises is very special and the status is especially important, but the competitiveness of which is not very good, which is not only difficult to continue business development, but also affect the regional economic takeoff in Heilongjiang Province and the industrialization and modernization process of Chinese Forestry. Therefore, it has important theoretical and practical significance to study on the competitiveness of Heilongjiang Province state-owned forestry enterprises,makeing objective and scientific evaluation of whose competitiveness level,identifying the weak links in whose competitiveness and further promoteing the overall level of competitiveness of Heilongjiang Province state-owned forestry enterprises.
     This paper, in the basis of previous research, redefined the concept and the connotation of enterprise competitiveness under the guidance of the related theory of enterprises competitiveness.On this foundation, described the meaning, characteristics, status and development overview of Heilongjiang province state-owned forestry enterprises and analyzed its development trends as well as achievements and problems in the development process.Then, build the competitiveness index system of Heilongjiang province state-owned forestry enterprises from four aspects:the resources competitiveness, systems and mechanisms competitiveness, operation competitiveness and environmental competitiveness. Using this set of index system, implemented the empirical evaluation and analysis of Heilongjiang Province state-owned forestry enterprises from both vertical and horizontal angles with gray comprehensive evaluation method and entropy method.Based on evaluation results, combined with the specific circumstances of Heilongjiang Province state-owned forestry enterprises, proposed measures to enhance the competitiveness level of which,mainly from the enterprise-scale upgrade, profitability improveing, human resource development, management innovationaspects.
