连云港市政策性农业保险试点问题及对策研究

摘要
建立完善的农业保险制度体系,充分利用WTO规则“绿箱”政策,保护和推动我国农业生产,完善农村金融体系是我国当前以及今后一段时间内的重要任务。本文以农业保险需求理论、福利功效理论及政策性理论为理论框架,来探讨如何完善连云港市政策性农业保险试点工作体系。
文章首先从当前我国农业生产面临的困境出发,点明农业保险是缓解农业生产风险的有效手段之一,逐步展开提出农业保险在我国目前的发展状况。其次,通过对农业保险的准公共物品属性分析,初步阐明了农业保险的政策性理论框架。再次,通过对农业保险需求理论分析、农业保险福利功效分析以及农业保险的弱质性、政策性分析,指出当前我国农业保险面临困境的主要问题,包括需求不足问题、市场失灵问题、非政策性问题。最后,本文总结国内外发达国家和地区开展农业保险的经验,聚焦于农业保险核心问题,分析其产生的原因,为我国及连云港市农业保险体系建设从整体上改进和完善提供了参考。
本文的主要结论如下:要以完善的农业保险法律为基础,对农业保险体系给予足够的法律制度支持;设立功能齐全的专业监督管理机构,作为农业保险发展的直接执行机构,还农业保险的政策性保险面目,通过对农业保险实施财政补贴、规范监管,避免农业保险出现市场失灵现象,激发供求双方积极性,发挥农业保险保护农业、分散风险作用。
China's important missions in the current and future period dedicated by author as follow:establish a sound system of agricultural insurance system, fully use the "green box" policy of WTO, protect and promote China's agricultural production, and improve the rural financial system. In this paper, author sets agricultural insurance demand theory, welfare theory and policy efficacy theory as a theoretical framework to explore how to improve Lianyungang's policy-oriented agricultural insurance pilot system.
This article starts from the current difficulties associated with China's agricultural production, highlighting that the agricultural insurance system is one of the effective means to mitigate the risk of agricultural.Gradually expand the topic to the development of agricultural insurance in China. Secondly, with the property analysis of agriculture insurance system's quasi-public goods, author preliminary to clarify the political theoretical framework of agricultural insurance. Thirdly, with the theoretical analysis of the demand, effectiveness and the characteristic for agricultural insurance, author points out that the current difficulties associated with China's agricultural insurance system include the lack of demand, market failures, and non-policy problems. Finally this paper summarizes the experience of setting up agricultural insurance system in the developed countries and regions around the world, focusing on the core issues of agricultural insurance, analyzing the causes of those issues, providing a reference for the upcoming improvement for our country and Lianyungang City's agricultural insurance system as a whole.
The main conclusions of this paper are as follows:government needs to give adequate legal support to agriculture insurance system based on a sound legal system of agricultural insurance;government needs to establish a full-featured professional supervision and management institution as a executive department of the implementation of the agricultural insurance system, setting the agricultural insurance as a political insurance. Through the implementation of agricultural insurance, government is able to give financial subsidies, standardize regulations to avoid the market failure. At the same time, the implementation will stimulate supply and demand, protect agriculture and diversify the risk.
文章首先从当前我国农业生产面临的困境出发,点明农业保险是缓解农业生产风险的有效手段之一,逐步展开提出农业保险在我国目前的发展状况。其次,通过对农业保险的准公共物品属性分析,初步阐明了农业保险的政策性理论框架。再次,通过对农业保险需求理论分析、农业保险福利功效分析以及农业保险的弱质性、政策性分析,指出当前我国农业保险面临困境的主要问题,包括需求不足问题、市场失灵问题、非政策性问题。最后,本文总结国内外发达国家和地区开展农业保险的经验,聚焦于农业保险核心问题,分析其产生的原因,为我国及连云港市农业保险体系建设从整体上改进和完善提供了参考。
