应急通信指挥车中的车载设备管理平台

摘要
由于应急事件的时有发生,诸如自然灾害、大型集体事件,安防应急移动通信指挥车作为国家整体安防信息监测的有效补充应运而生。安防应急移动通信指挥车对于提高安防保障服务部门的覆盖面,及时应对自然灾害事件和特种工作现场作业以及现场指挥提供了可靠的保证。在像汶川大地震这样的灾害中起到了至关重要的作用,能第一时间赶赴到现场承担把第一手资料向外界传输的重任。
     本文所研究的应急通信指挥车就是要在突击事件中完成应急指挥的作用,对应急指挥、应急处置的辅助决策和对信息资源的整合、组织、协调和管理集成在一起。
     本文的主要研究内容如下:
     (1)应急指挥平台的发展背景,现代的应急指挥所要求基本功能。本文以人防应急指挥车载平台的需求为基础,研究了应对突发公共事件和平战为目的的应急指挥系统的主要特点和系统组成。
     (2)对音、视频等数字信号通过有线、无线的传输方式而设计的电子信息系统。
     (3)针对人防应急指挥车的基本要求,设计了电磁兼容系统和综合保障系统,保障了人防应急指挥车在各种环境下的正常使用。
     (4)针对车载设备种类繁多,接口不一,缺乏统一的操作平台这一问题,设计了一套软件系统,能控制车顶摄像机进行现场实时图像采集,并且通过有线或无线传输方式,传送到应急指挥车上;能实现对显示设备、宽带切换矩阵、视频/音频切换矩阵、视频会议终端、云台摄像机及硬盘录像机等视音频设备的集中控制,可通过画面分割器进行多点监控、切换。极大地提高了工作效率,集中了各个设备的控制,为应急指挥提供了强有力的保证。
According to the frequent emergent events, the requirements for products of security defense become more and more important. So mobilized control centre platform emerges as a consequence in terms of complement of nationwide supervisory. Mobilized control centre for communication improves services coverage of the security protection, guarantees the on-site command for special event such as natural disasters. Especially in the events like Sichuan earthquake, the platform played a very important role and transmitted the significant information from the front sides.
     The paper is focused on the emergency command under emergent events by supporting decision of command and integrating information collection, organization and coordination. The major researches are listed as follow:
     (1)The development background of emergent command platform, basic functions of modern emergent command. I researched the characters and compositions of the emergent command system, which is used for emergent public events and normal war, basing on the requirements of the emergent command platform.
     ( 2 ) Designing the electronic information system for digital signals transmitting of audio and video by wire and wireless.
     (3)Designing the EMC system and comprehensive safeguard system which guarantees the normal use under various conditions.
     (4)According to the variety of the equipments and ports, in the lack of consolidated operation platform, I designed a software system, which is able to control the cams on the top of the car to get the real-time image information, switch the display equipments and broadband switching matrix, video/audio matrix, video conference terminals and so on. The software platform improves the efficiency of the command, integrates the control of the equipments, provides the powerful guarantee for emergent command.
