宁夏电网节能环保发电调度及其技术支持系统设计

摘要
“十五”期间我国国民经济得到快速发展,同时,在发展中也出现了能源资源消耗过大、环境污染加剧等问题。“十一五”规划纲要明确了提高资源利用效率的主要目标:单位国内生产总值能源消耗降低20%左右,主要污染物排放总量减少10%,控制温室气体排放取得成效。实施节能环保发电调度,事关我国“十一五”规划节能目标实现的全局,与电力行业健康发展和电力企业根本利益密切相关,也是新时期构建和谐电力的需要。
     论文在对节能环保发电调度动态、发展和与电力市场的关系进行探讨的基础上,根据宁夏电网的发展现状,对在宁夏电网实施节能环保发电调度的相关问题进行了研究,针对火电机组能耗评估提出了相应方法,并基于粒子群优化提出了相应节能环保发电调度算法。论文研究内容如下:
     首先,论文阐述了节能环保发电调度概念的提出和实践的发展状况,深入探讨节能环保调度实施的必要性、内容和要求,指出实施节能环保调度是解决当前国民经济发展中面临的环境恶化和能耗过高问题的有效措施,并探讨了节能环保调度实施中可能面临的信息公开和监管、电力市场建设、利益协调、有偿辅助服务和综合能耗的问题。
     然后,论文重点对电力市场条件下的节能环保发电调度进行阐述,在探讨了电力市场条件下发电调度及其特点、任务的基础上,分析了电力市场与节能环保调度的关系及相关问题,指出了节能环保调度条件下的电力市场交易模式和执行过程,介绍了新型节能环保调度实施的原则和保障措施。
     在此基础上,结合宁夏电网的发展现状与其电力市场的建设实际,提出宁夏电网的节能环保调度实施原则,并针对实施新型调度所必要的提出了火电厂能耗的评估方法,以及计及节能环保约束的节能环保发电调度算法,并对所提出的方法和算法结合实际数据进行了算例分析。最后,论文结合实际提出了实施技术支持系统的初步设想,作为实施宁夏电网节能环保发电调度的技术保障和支撑。
     课题研究结合宁夏电网实际,反映了省级调度在节能环保调度要求下的需求,研究理论结合实际,研究成果在宁夏电网节能环保调度中得到初步应用,证明具有一定的理论研究意义和工程实用价值。
In recent years, rapid development of China's national economy has been achieved. However, the development of energy consumption is too large, which also aggravated environmental pollution. The "11~(th) Five-Year Plan, " plans have been made to improve the efficiency of resource use, and at the end of Five-Year Plan, the unit GDP energy consumption decreased 20 percent.The implementation of energy-saving dispatching system is key to achieve the "11~(th) Five-Year Plan" healthy development of power industry.
     Based on the discussion about the development of energy conservation and environment protection power dispatching , and its relationship with electrical market, the implementation and some related problems of energy conservative dispatching in Ningxia Power Grid is studied,which propose certain methods to evaluate the energy consumption of power generators and a PSO-based algorithm for energy conservation and environmental protection oriented dispatching. These studies, which focused on energy conservation and environmental protection oriented dispatching, have some theoretical and practical values. The contents is planned as following:
     First, energy conservation and environmental protection oriented dispatching is presented and its development is discussed, its necessarity, content and requirements as well. So, it is one of efficient measure to solve the problems of negatively degrading environment and incrementing energy consumption. And, some related problems, such as information exposure and supervision, electrical market, benefit coordination and payable auxiliary services and overall energy consumption are also discussed.
     Second, under the condition of electrical market, energy conservation and environmental protection oriented dispatching is described with discussing its characteristics and duties. Further, the relationship between electrical market and the new dispatching is analyzed with the result presenting a novel electrical market exchange model and implementing process, and the implementation principles and support systems are also introduced in short.
     The development of the Ningxia power grid and the Ningxia electric market building is described. Based on this, the new energy conservation and environmental protection oriented dispatching implementation principles are proposed. Further, under the new dispatching scheme, a new energy consumption evaluation method of coal-fired power plants, a PSO-based energy conservation and environmental protection oriented dispatching algorithm is represented and discussed in detail, with some calculated validation. Finally, as necessary, a technical support system sketched model is discussed
     This study, based on the actual situation of Ningxia power grid, is to fulfill the requirement of provincial energy conservation and environmental protection oriented dispatching, with concrete discussion and theoretical support. The proposed results have been applied in practical dispatching in Ningxia and proved its certain values on academic research and engineering.
