基于策略理性模型的集装箱港口网络规模结构均衡研究

摘要
本文根据集装箱运输业的发展趋势，剖析了正逐渐显现的集装箱港口轴辐网络模式，分析了出现这种模式的市场微观依据。并立足于集装箱港口的市场条件，利用两阶段古诺竞争模型，对集装箱港口市场进行了博弈均衡研究，得到了子博弈精练纯战略均衡解，也就是集装箱港口网络的均衡规模结构，论证了导致规模集中的驱动机理。并对中国集装箱港口网络的规模结构进行了均衡研究，并分析的港口市场的结构性矛盾。
集装箱港口网络规模结构均衡是在市场条件的基本假设上利用严谨的经济理论获得的，它对我们的宏观调控和微观决策都有很强的指导意思。集装箱港口在网络中的地位和港口网络的相对规模结构的确定建立在市场竞争的规模均衡的理论基础之上。一项政策的好坏，就是要看其在多大程度上促进并维护了市场的均衡。行业管理部门制定、执行、评价、改善市场宏观调控政策时必须遵守这个原则。
消除港口统治地位的滥用就需要一个由多级政府而不是由中央或者地方单一政府组成的组织来执行港口市场的控制监督职能，它对市场有直接或间接的调控作用，对各个单一政府的行为有监督权，从而能够弥补集装箱港口市场体制的缺陷，避免港口市场的过度集中和统治地位的滥用，减少因资源配置不当而在经济结构调整过程中产生损失和浪费。
In the paper, the appearing hub-spoke network model of container ports and its market foundation are analyzed on the basis of the developing trend of container transportation industry. Adopting the two-stage Cournot model, the scale game equilibrium of container ports is studied and its subgame-perfect pure strategy outcome, i.e. the scale structure equilibrium of container ports network, is obtained found on the market competition condition, then the scale concentration mechanism is proved. The Chinese container ports network is studied and its scale structure is analyzed in the illustration.
Considering the market condition and utilizing strict economics theory, the equilibrium is obtained, which is helpful to macro control and market decision. As for the government, whether a policy can promote and maintain the market equilibrium testify the policy is good or not. Industry administrators should abide this principle when make, enforce, evaluate and amend a market policy.
For restraining ports from abusing their exclusive position, an organization that constituted of central and local government together should be established to control and supervise the container ports market. The organization supervises the actions of every individual executive and controls the market directly or indirectly, then makes up the market structure defects, avoids excessive scale concentration and ports positions abusing, prevents wasting resulted from resource allocation improperly during the economy structure regulation.
