基于产业阶梯模型（ILM）的我国铁矿石资源产业战略研究

摘要
钢铁行业是我国经济发展的重要支撑力量,其发展状况关乎国家的经济安全和国际地位的提升,是名副其实的战略支柱产业。但国际铁矿石价格不断攀升压缩了我国钢铁行业利润空间,形成对钢铁及其下游行业的巨大成本约束,成为经济发展的桎梏。在国内铁矿石资源供应不足、产业结构不甚合理、产业国际竞争力弱等现实状况下,需要从铁矿石和钢铁两个行业的天然联系出发,用战略的眼光来审视两个行业的发展。
本文界定了铁矿石资源产业的概念,即将铁矿石行业和钢铁行业合并成铁矿石资源产业进行分析,在开放视角下明确了产业的国内、国际两条轴线。通过对国内和国际铁矿石资源产业现状及前景分析,把握产业整体发展趋势;借鉴资源产业链相关理论,对我国铁矿石资源产业的产业链进行了国内“单链”和全球视角下的“链网”分析;对我国铁矿石资源产业进行了钻石体系分析。
产业发展需要战略的指导。通过以上分析客观地诠释我国铁矿石资源产业及产业链的特点和发展规律并得出基于分析的SWOT判断,指出我国需要从战略层次保证铁矿石资源产业的发展。
1、借鉴一般的产业发展战略研究理论,论文提出了基于“建立生存基础-培育竞争优势-实现持续发展”的产业发展目标体系;
2、构建了包含基础层、拓展层和顶点的产业发展的阶梯模型(ILM模型);
3、形成了“产业资源-产业能力-产业权力”的产业链优化战略路径。产业资源战略包括铁矿石供给保障战略(铁矿进口优化配置战略、铁矿国内外开发投资战略)、产业人力资源开发战略和产业振兴战略;产业能力战略包括环境经济战略、产业结构优化调整战略、产业资本战略和产业创新战略;产业权力战略包括租金控制力战略、市场控制力战略和社会控制力战略三大方面。
铁矿石资源产业的发展问题关系重大,本文通过系统分析和模型研究构建了多层次、成体系的IML战略框架并得出了一些具体的战略建议,以期对产业发展有所裨益。
Recent years, the imported iron price is rising seriously. The high price compressed the profits of the steel industry and impacted the economic security of our country. At the same time ,both the iron ore industry and the steel industry faced with many difficults. We need a strategic vision to solve the problems.
The development of industry needs strategic guidance. Iron ore industry and steel industry can be combined into iron ore resources industry to analyze,thinking of the international competition and developping strategy in open views.
Through the analysis of domestic and international situation of iron ore resources, the paper try to grasp the overall development of industry trends; Through the industry chain and the Diamond System analysis, the paper pointed out the needs to ensure development of the iron ore industry from the strategic level. Based the analysis above all , the paper proposed the industry ladder logic model. According to the model,the study analyzed the iron ore resources industry for various levels of strategy and draw the appropriate strategic responses.
Learned from the general theories of industrial development strategy,it proposed the target system to achieve sustainable development. The ladder is divided into three levels, based layer, developping layer and top layer. According to the different conditions, the paper presented spesific strategic measures contrary to each ladder, such as the importing protction strtegy and human resources strategy of iron ore, power stategy and so on.
The paper aimed to provide useful ideas to solving encountedred problems during the developping course of the iron ore industry and steel industry.
本文界定了铁矿石资源产业的概念,即将铁矿石行业和钢铁行业合并成铁矿石资源产业进行分析,在开放视角下明确了产业的国内、国际两条轴线。通过对国内和国际铁矿石资源产业现状及前景分析,把握产业整体发展趋势;借鉴资源产业链相关理论,对我国铁矿石资源产业的产业链进行了国内“单链”和全球视角下的“链网”分析;对我国铁矿石资源产业进行了钻石体系分析。
产业发展需要战略的指导。通过以上分析客观地诠释我国铁矿石资源产业及产业链的特点和发展规律并得出基于分析的SWOT判断,指出我国需要从战略层次保证铁矿石资源产业的发展。
