摘要
随着计算机的广泛应用和网络技术的的飞跃发展,一个高效的协同无纸化办公平台成为上下级以及学校各教研室之间不可或缺的现代化工具。
     办公自动化系统,是利用先进的电子信息技术和现代办公设备构成的人机信息处理系统,辅助管理人员进行各种办公活动。
     办公自动化系统由办公机构、办公人员、办公设备、网络环境、办公信息等几个基本要素构成。办公自动化是一门正在发展的综合学科,涉及计算机与通信技术科学、管理与行为科学、系统工程与人机工程学等学科,是当今计算机应用的一个非常活跃的领域。
     办公自动化的目的,是应用电子信息技术,提供先进的办公信息处理手段,最大限度地提高办公效率和办公质量,改善办公环境和条件,提高办公管理和决策自动化和科学化水平。
     我国办公自动化是80年代中期才发展起来的。1985年全国召开了第一次办公自动化规划会议,对我国办公自动化建设进行了规划。1986年5月在国务院电子振兴领导小组办公自动化专家组第一次专家会议上,定义了办公自动化系统功能层次和结构模式。随后国务院率先开发了“中南海办公自动化系统”。
     无纸化办公使人们日渐意识到信息的快速搜集、处理和传播对于其自身发展收益巨大,通过高科技手段使得管理信息有控制的快速传递给该事项负责人,将倍数提高单位赶工效率、大幅度降低办公费用、迅速提升管理效能。
     使用无纸化办公可以有以下特点:
     (1)统一身份管理功能:
     可统一的对单位内部人员进行管理,统一身份管理系统可全系实现所有教师管理、信息系统单点登录、统一权限分配、统一身份认证等功能。
     (2)性价比高:
     以较低的成本代价得到金融领域级别的高安全性能,无论身份认证、数据安全还是电子签名,均采用了国际最新技术。
     (3)部署简单:
     对目前的应用系统改动较小或不用进行改变,即可以使用,既减小了部署安全网上办公系统的风险,又降低了单位信息工作人员的工作。
     (4)灵活完备的公文处理流程,实时的督办、催办功能
     用户可以按照实际需要进行流程定制,系统将依据流程自动进行公文流转。同时用户还可以通过授权,使公文的流转过程根据授权情况自动或人为进行调整,真正体现了公文处理过程的灵活多变。流程管理员可对全部流程的流转过程进行实时监控,并可对每个工作任务进行督办或催办。
     本文首先介绍了哈尔滨金融高等专科学校计算机系无纸办公化网站系统,本系统可以满足本系公文处理、综合信息发布、简报发布等行政管理的基本流程,最大的特点就是操作简单、安全性高、流程科学、维护简单。本网站主要是使用Client/Server模式、利用JSP语言进行系统的开发,以SQL Server 2000作为网络数据库,实现办公自动化系统。
     我校千方百计争取资金加强信息化教育设施的配备,加强信息化教育,实现了网络办公,并收到显著效果。一是工作效率大大提高。原来学校重要会议内容、通知和文件,都是把内容是在纸上,然后再去打印、复印,现在一按鼠标,什么都知道了,非常省力,又便捷及时。二是节约费用。网络互联,实现网络办公,大大节约了大量资源,节省了办公经费。学校的通知、教案、教学计划等都在网络上传输,实行“无纸化”网络办公,文件从办公平台传阅,可以节省大量的纸张与电脑耗材,合理节约了办公资源,也积极贯彻与响应了党中央关于创建节约型社会的号召。三是促进教师学习网络知识。自从开始网上办公后,有力地促进教师去接触电脑,认识网络,学习网络知识,跟上信息化教育的节奏,提高了教师的信息技术应用水平。四是信息的及时性。学校通过办公平台一点击,几秒钟内就将文件传给了每个教师,实现了文件的快速传递。
     同时本文给出了哈尔滨金融高等专科学校计算机系无纸办公化网站建设的设计和制作,主要介绍了系统开发的前期准备、系统基本组成的设计思想和实现的功能、系统的总体设计、数据库设计和系统的详细设计过程。最后给出了系统测试以及系统存在的问题和不足,以便于将来更好地进行更改。
With the extensive use of computer and the fast development of network technology, an efficient coordination of the paperless office platform becomes the indispensable tools for modernization between senior and junior schools, as well as between the Departments.
     Office automation system is human-computer information processing system composed of advanced electronic information technology and modern office equipment.
     Office automation system is composed of offices, office staff, office equipment, network environment, office information and so on. Office automation is a developing multi-disciplinary computer science and communications technology, involved management and behavioral science, and engineering disciplines, such as ergonomics. At the same time, office automation system is a very active area of the computer application.
     The purpose of office automation is to provide advanced means of information processing taking advantage of electronic information technology, to improve the office environment and conditions, and to improve management and office automation and scientific decision-making level as far as possible.
     Office automation in China grew in the mid-80's. In 1985 China held the first meeting of the planning office automation, which planned construction of office automation. In May 1986 , the State Council Leading Group for the revitalization of the e-office automation expert group meeting of experts for the first time, defined the office automation system-level functions and structure of the model.
