国际金融危机对辽宁省经济的影响及对策研究

摘要
2007年7月,美国次贷危机爆发,2008年进一步加深,从而导致全球金融危机的爆发,并扩散为世界性的经济危机。受此次金融危机的影响,美国、日本等经济大国的经济严重衰退,欧盟经济也陷入了持续衰退之中,欧洲部分国家更是出现了主权债务危机。而作为对外开放度日益扩大、与世界经济联系越来越密切的中国,不可避免地受到此次金融危机的影响。从2008年下半年开始,国际金融危机迅速从虚拟经济领域向实体经济领域蔓延。受金融危机影响,中国的外贸出口大幅减少、外商直接投资有所下降、外汇储备严重缩水。辽宁省经济也出现了下滑态势,辽宁省对主要发达国家的外贸出口大幅下降、利用外资水平大大降低、与其他新兴工业国家争夺国际市场加剧。在这种背景之下,辽宁省装备制造业也受到金融危机的严重冲击。到目前为止,世界经济危机的阴霾仍然没有散去,世界经济的未来走向还不是很明确。
装备制造业是为国民经济和社会发展各部门提供技术装备的工业,代表着一个国家或地区科技进步水平和社会进步程度。作为为国民经济各行业提供技术装备的战略性产业,装备制造业具有产业关联度高、吸纳就业能力强、技术资金密集等特点,是各行业产业升级、技术进步的重要保障,更是国家综合实力的集中体现。辽宁省是国家从“一五”时期就重点扶持建设的装备制造业科研生产基地,也是我国重要的军事装备科研生产基地。其装备制造业体系门类齐全、具有相当规模,被誉为“共和国装备部”。同时装备制造业也是辽宁省财政收入的重要来源、是辽宁省外贸出口的主力军、是辽宁省安排就业的重要领域。这些年来辽宁省装备制造业所进行的产业集群化、产业结构升级改造取得的成绩都为辽宁省其他产业的发展提供了理论经验基础。本文分析金融危机对辽宁省装备制造业的影响,不但能透析金融危机对这一行业所产生的影响,而且能窥视到金融危机对整个辽宁省经济产生的影响。由于辽宁省的装备制造业在整个辽宁省经济中具有代表性,因而研究国际金融危机对辽宁省装备制造业的影响具有重要的现实意义。
本文从金融危机理论入手,在此基础上分析由美国次贷危机引发的金融危机给世界主要经济体经济所造成的影响及后果。从中透析金融危机如何从美国次贷危机扩散为国际金融危机,并把这种影响传染到中国经济,进而分析其对辽宁省经济的影响,并重点讨论国际金融危机对辽宁省装备制造业的影响。最后对辽宁省装备制造业的优劣势进行剖析,并在此基础上提出辽宁省装备制造业应对国际金融危机的对策建议。
The current financial crisis originated in the U.S. subprime loan crisis in July 2007, in 2008 the U.S. subprime mortgage crisis further deepened, leading to the outbreak of the global financial crisis, and spread to global economic crisis. Affected by the financial crisis, United States, Japan stand from serious economic recession, the EU economy has fallen into a prolonged recession and parts of Europe appears sovereign debt crisis. With the increasing opening, China becomes tied to the world economy increasingly, so can't escape from the impact of financial crisis. China's exports substantially reduced, foreign direct investment has dropped, foreign exchange reserves fell sharply. So far, the world economic crisis has not dissipated the haze, the future direction of the world economy is not clear. The second half of 2008,the international financial crisis spread rapidly from the virtual economy to the real economy, Liaoning Province, has been in a downward economy, Liaoning Province's exports to major developed countries sharply decreased, the level of utilization of foreign capital greatly reduced, and the competition from other newly industrialized countries for the international market increased. In this economic context, the financial crisis has a serious impact on the equipment manufacturing industry of Liaoning Province.
Equipment manufacturing provides technology and equipment for the development of all sectors, represents a level of national or regional scientific and technological progress and social progress in a degree. As strategic industries, the equipment manufacturing industry has the following characteristics, high degree of association, strong ability to absorb employment, capital-intensive and technology-intensive etc. It is the guarantee of the upgrading of the other industry, the protection of technological progress, embodies the comprehensive national strength. Liaoning Province is the equipment manufacturing base supported by the state from the "First Five" period, but also our country's military equipment research and production base. Liaoning Province has a full range of equipment manufacturing system, has considerable size, known as the "The equipment department of People's Republic". Equipment manufacturing industry of Liaoning province is an important source of revenue, the main force of foreign trade, an important area of job placement. The industrial clusters, agglomeration, industrial upgrading conducted by the equipment manufacturing industry of Liaoning Province, and all the achievements for the development provide the theoretical basis and experience for other industries in Liaoning. This article analyzes the impact of financial crisis on the equipment manufacturing industry of Liaoning Province, not only learn the impact on this industry, but also spy on the impact on the economy of Liaoning Province. Because the equipment manufacturing industry is on behalf of the whole economy of Liaoning, so the study of international financial crisis'impact on the equipment manufacturing industry of Liaoning Province has a important practical significance.
This article starts from the basis theory of financial crisis then talks about the impact and consequences of financial crisis caused by the U.S. subprime mortgage crisis. Analyzing how the financial crisis spread from the U.S. subprime mortgage crisis to the international financial crisis, and affects the Chinese economy, Then analyzes the economic impact of the global financial crisis on Liaoning Province, with a focus on the equipment manufacturing industry of Liaoning Province. In the last, discusses the advantages and disadvantages of the equipment manufacturing industry and the countermeasures of equipment manufacturing industry of Liaoning Province to deal with economic crisis.
