四川成渝高速公路公司能源项目后评价

摘要
项目后评价是相对于项目前评估(即项目论证)而言,对已完成的项目(或规划)的目的、执行过程、效益、作用和影响所进行的系统的、客观的分析;通过项目活动实践的检查总结,确定项目预期的目标是否达到,项目或规划是否合理有效,项目的主要效益指标是否实现;通过分析评价找出成败的原因,总结经验教训;并通过及时有效的信息反馈,为未来新项目的决策和提高完善投资管理水平提出建议,同时也为后评价项目实施运营中出现的问题提出该改进建议,从而达到提高投资效益的目的。
    交通和能源的行业管理和项目建设一直受到政府及相关部门的重点关注,是关系到国计民生和可持续发展的大事。行业的垄断性和专业性意味着高额的投资回报和重大的社会责任,而两者的有机结合则展现出较好的发展前景。成品油经营是国家相对垄断、有市场准入壁垒、需取得特许经营权,风险小、收益高的行业,四川成渝高速公路股份有限公司为了实现跨行业、跨地区和跨所有制的可持续发展,于2001年7月决策投资进入成品油批发经营市场,并购组建四川成渝高速公路能源发展有限公司,截止2003年12月31日经历3年时间的资产重组、油库建设和油品经营,该公司累计亏损约1060万元,因未能打通成品油购销主渠道,基本丧失了可持续发展的能力。
    为了总结经验、吸取教训,本着客观、公正、全面和实效的原则,本文将运用项目后评价体系中的LAF逻辑框架法、成功度评价法、项目效益指标对比分析法、项目环境效益评价法和项目可持续性评价法就项目目标、实施过程、经济效益、项目影响和可持续经营等五方面的内容进行分析,对投资决策、项目建设和经营管理过程中存在的问题做出项目后评价,为该公司今后的发展提出意见和建议。本文拟通过案例实证分析建立完善的项目投资、管理及评价体系。
Evaluation afterwards item is relatively with assessment before the item (or it’s demonstrated),is objective to analyse completed item(either planning )aim 、execution 、beneficial result 、action and effect etc.;by means of checking and summing-up the item maneuver ,in order to fix whether the predictive target of item attains ,whether item either planning is rightful valid ,whether the main beneficial result target of item is achieved ;by means of analyzing and evaluating to find out the success or failure reasons ,in order to sum up experience ;moreover valid information feedback without delay can propose the proposal for decision of strategic importance and the improving the level of investment and administration,at the same time, also propose the improving proposal about the problems during of evaluation afterwards item,thereby the aim that the beneficial result will be attained .
    Communication and Energy resources profession administration and the item construction are always the stress that is subjected to government and correlation department and are concerned, which are the major important matters that affect the national economy and the people's livelihood , may be the continued development 。The industry with professional and monopolistic is meaning of the huge investment repayment and the great community responsibility ,and opens up the better development foreground 。The vocation of oil management is the national monopoly , having the rampart of the marketplace entrance , requiring the special permit managerial authority ,being low risk and high income .In order to achieve the development of exceeding profession , stepping the area and stewing the ownership,Sichuan Expressway CO., LTD. had a decision of strategic importance to invest and go into the marketplace of wholesale oil products on July, 2001 ,and organized Sichuan Expressway Energy CO., LTD.,Until to December 31, 2003, having experienced 3 years to recombine the capital and property, build oil-storeroom and operate oil products ,this corporation had added up the deficit of 1060 thousand Yuan. As a result of it could not open up oil products buying and selling master's channel ,and forfeited the continued development capability essentially .
    In order to sum up experience and suck up lesson ,in line with objectively , fairly , completely and substantial results rules ,the original shall utilize the logical frame law of LAF, the evaluating method of success degree , the comparative analysis measure of item beneficial result target、the evaluation law of item environment beneficial result and the item durative target ,to analysis and evaluate the five directions such as the item target , the implementation process ,the economic results , the item effect and the durative management and so on ; in other side the problems during making a strategic decision to the investment, building oil-storeroom and the business administration process are evaluated afterwards making the item ,in order to propose idea and proposal for the corporation development。This thesis wants to utilize the example of case substantial evidence to establish and consummate the system of item investment, administration and evaluation.
