新时期民主党派自身建设问题研究

摘要
本文从新世纪视野探讨民主党派自身建设存在的问题，寻找民主党派自身建设的对策，阐释民主党派自身建设的意义，总结民主党派自身建设的基本经验，探求民主党派自身建设的发展趋势。
本文认为，中国共产党领导的多党合作制度是符合我国国情的基本政治制度。作为参政党的各民主党派，在新的历史条件下，加强自身建设是完善多党合作制度的需要，是实现民主党派政治交接的需要，是更好的履行参政党职能、发挥参政党作用的需要，也是中国政治文明向前推进的需要。
民主党派的现实状况与参政党的地位和时代要求存在许多不相适应的地方。要建设面向21世纪高素质的参政党，必须加强组织建设、思想建设、机关建设、制度建设。
比较民主党派与中国共产党的自身建设，中共有很多经验值得民主党派学习和借鉴。但民主党派建设也有明显特点和要求和经验：(一)民主党派自身建设必须有明确的目标；(二)必需在党的领导下进行；(三)必须充分发扬民主；(四)必须坚持进步性和广泛性的统一；(五)必须与充分以履行和发挥参政党职能相结合；(六)必须以“三个代表”重要思想为指导加强自身建设。民主党派的自身建设也必然在与中共的长期合作中，在中国政治民主化的进程中呈现不断加速的趋势。
In this article, from the view of new era, the writer discusses the problem of democratic self-construction, tries to find out the great meaning of the self-construction, summarize the basic experience, and seek the development trend of the Democratic.
The system of the multi-party cooperation under the leadership of the party is a primary political system in China. Under new historic condition, as participation government and political affairs, the democratic party must strengthen the self-construction, which is the requirement of improvement the system of multi-party cooperation, the requirement of handing over the democratic party, the requirement of better performance of participation function, the requirement of the important role play by participation, also is the need of advancing forward Chinese political civilization.
The realistic state of the Democratic Party doesn't accord with the status of participation in government and. political affairs, and era demands. To be high-quality participation of 21st century, the Democratic Party must enhance organization construction, thought construction, organ construction, system construction and style construction.
In comparison with the Party self-construction, the Democratic Party may learn and refer to the experience of the Party. But, the construction of Democratic Party has obvious characteristic, require and experience: 1. The construction of the Democratic Party must take actual aim. 2. The construction of democratic party must listen to the Party 3. The construction of the Democratic Party must give full play to by democracy. 4. The construction of the Democratic Party must insist on the unity of progressing and extension. 5. The construction of the Democratic Party must fulfill and play the role of participation. 6. The construction of the Democratic Party must abide by the three represents. Cooperating with the Party, the Democratic Party development will take on the accelerated trend in the course of Chinese political democratization.
