煤炭应急储备规模与布局研究

摘要
本文以应急管理、能源安全、脆弱性、福利经济学以及应急设施选址等理论为基础,应用系统工程、运筹学最优化等研究方法,对煤炭供应安全脆弱性、煤炭应急储备的覆盖范围、最优储备规模以及储备基地选址等煤炭应急储备体系构建的关键问题进行研究。在探讨相关概念之后,应用因子分析法构建了煤炭供应安全脆弱性评价模型,并根据我国各省份的评价结果提出了煤炭应急储备的覆盖范围。然后,应用福利经济学模型和成本收益分析法构建了区域煤炭应急储备规模决策模型,并对我国煤炭应急储备的规模进行了测算。接下来,针对煤炭应急储备基地的失效问题,提出了多级覆盖的应对策略,并应用0-1整数规划法构建了基于多级覆盖的煤炭应急储备基地选址模型,然后应用该模型计算得到我国煤炭应急储备基地的选址方案。
On the base of emergency management, energy security, vulnerability, welfare economicsand emergency location theory, the key issues of the establishment of coal emergency reserve, likecoal security vulnerability, coverage area, optimal reserve scale and location of reserve bases, arestudied intensively using system engineering, econometrics and operational research. After someconcepts were defined, coal supply security vulnerability of each province in China is assessedusing factor analysis and the coverage of coal emergency reserve is confirmed on the base of theassessment result. Then, the decision-making model of coal emergency reserve scale is establishedusing welfare economics model and cost-benefit analysis, and the scale of China is calculated.After that, the policy of multilevel coverage, which contra poses to the failure of coal emergencyreserve bases, is presented. And, the location model of coal emergency reserve bases based onmultilevel coverage is established using0-1integer linear programming. At last, the locationdecisions of coal emergency reserve bases in China are presented based on the location model.
