潍坊市公共企事业单位办事公开系统的设计与实现

摘要
伴随信息技术的创新和信息网络广泛普及,近几年来,电子政务建设中的政府信息公开工作已在全国范围内如火如荼的开展,充分发挥出了政府信息对群众生产、生活和经济社会活动的服务作用,有效保障公民的知情权、促进社会主义和谐社会建设发展,同时也提高政府工作的透明度,建立反腐倡廉长效机制。潍坊市政府,从政治和全局的高度充分认识新形势下公共企事业单位推行办事公开制度的重要意义,结合潍坊市自身的情况,通过信息化手段加强全市政府信息公开工作的管理和监督,建立起公共事业单位办事公开系统,推进办事公开,推动解决人民群众关心关注的热点难点问题。
本文分析了建设政府信息公开系统的背景和其他地市的发展现状,简要阐述了系统实现需要解决的主要问题；对系统整体进行了概要描述；对需求分析和设计的方法进行了细致阐述,对系统实现过程中的关键问题给出了具体的实现技术和实现方法。采用传统的瀑布模型为软件开发方法,以统一建模语言(UML)为分析设计描述语言,对潍坊市政府信息公开系统进行需求获取、需求分析和系统设计；技术上以windows为系统平台,使用WebLogic8.1作为系统容器,采用JAVA编程语言,利用Struts、Hibernate等编程技术,实现了对多数据库(Oracle9i)多操作系统(Liunx、windows)的空间及性能监控；并通过灵动流程化的图形界面将以上信息进行展现。
本次设计的系统实现了公共企事业单位办事公开工作中的信息报送与发布、申请公开、待办事宜管理、统计监管、系统间信息共享、系统辅助内容及功能等模块。针对信息管理主要实现公开信息管理,包括新建、检索等功能；实现了前台用户填写个人基本信息、所需内容信息、选择受理部门等申请功能；实现了查看用户审核信息、待处理依申请功能；完成了节点统计、审核信息监管操作；系统间信息共享方便了系统维护人员一体化高效维护方式以及资源的高度整合需要,对各系统进行共享整合,实现各系统资源互通共享；实现了系统辅助内容及扩展功能的管理。
设计实现完成后的系统将对公共企事业单位办事公开信息进行统计监管,使各资源间形成信息互补,相互利用,资源共享的格局,并以门户网站为载体,实现信息资源整体化对外发布和服务模式。

This paper analyzes the background of the construction of open government information system development and status of other cities, and briefly describes the main problems to be solved in realization of the system; Summary of overall system were described; The methods of requirements analysis and design described in detail, in the process of system implementation the key issue gives a specific technology and implementation. Using the traditional waterfall model of software development methods to the Unified Modeling Language (UML) for the analysis and design description language, and having requirements needs, requirements analysis and system design to Weifang Municipal Government information disclosure system; Technology platform for the system to windows, using WebLogic8.1 as the system container, using JAVA programming language, using Struts, Hibernate and other programming techniques, realizes the multi-database (Oracle9i), multiple operating systems (Liunx, windows) in the space and performance monitoring; And through clever routing graphical interface will show more information.
