论苏联对联邦德国的缓和外交

摘要
二战结束以后,以苏联为代表的社会主义阵营与美国为首的资本主义阵营以意识形态和社会制度为界,形成激烈对抗的两极格局。随着国际环境的变化,特别是1960年代后期国际格局趋于多极化,苏美战略核均势的出现,苏联迫于国内经济压力,调整了其过去僵硬的、唯意志论的外交政策,以联邦德国为突破口,开始奉行缓和外交。随着联邦德国新东方政策的出台,苏联与联邦德国关系的缓和大步迈进,使得苏联缓和外交的目标首先在欧洲大陆实现。苏联与联邦德国关系的缓和揭开了两国关系的新篇章,更是这一时期东西方关系缓和的重要组成部分,对两国乃至整个国际局势都产生深刻影响。
After World WarⅡ,between the Soviet Union as a representative of the socialist camp and U?S-led capitalism had formed the heated confrontation of two poles situation with ideology and social system the boundary,bringing tension state on international relations.Along with international environmental changed during this period,especially international situation tended to multi-polarization in the late 1960's,U?S-Soviet appeared strategic nuclear balance,the Soviet Union was under stress of domestic economic to adjust the past tough and voluntarism diplomacy.pursueing a detente policy with "peaceful coexistence" as the principle,with the Federal republic of Germany as the breakthrough.With the Federal republic of Germany foreign policy changing,especially New Oriental policies appeared,the Soviet Union’s detente with the Federal republic of Germany developed rapidly.It maked the Soviet detente’s goal come true in European Mainland firstly.Detente between the Soviet Union and the Federal republic of Germany uncovered a new chapter of the relations between the two countries.It was also important part of Eastern and Western relationship detente.This detente might bring profound influence with the two countries and even the entire international situation.
