煤炭行业低碳生态矿山建设模式及评价研究

摘要
本文运用系统理论、企业管理理论、环境经济学、生态经济学、技术经济学、综合评价等理论与方法,对我国煤炭行业低碳生态矿山建设的模式及评价进行了系统研究。首先构建适合煤炭矿山的低碳生态建设理论,阐述其建设涵义、必要性、特征、目标、原则和理论框架。在基本理论的指导下,结合煤矿物质代谢循环,构建煤炭行业低碳生态矿山建设的总体模式及具体模式组合;为保证模式的有效实施,构建实现低碳生态矿山建设的路径——TME(技术-管理-经济)模型。从技术方面,构建实现低碳生态的技术支撑体系,分析论证各种技术对低碳生态的作用和贡献,为低碳生态矿山建设提供根本保障。从管理方面,建立相应的管理机制,包括动力机制、协调机制和保障机制。从经济方面,建立低碳生态评价指标体系和评价方法,建立了低碳生态矿山的三阶段评价模型,科学合理地判断和评价低碳生态矿山建设的效果和程度。最后,结合某个具体示范矿井的建设情况,对提出的理论模型进行检验和分析,验证其有效性。
The paper using systems theory, business management theory, environmental economics, ecological economics, technological economics, and method of evaluation, studies the mode and evaluation of the construction of low-carbon ecological mine in our coal industry systematically. Firstly, the paper constructs low-carbon ecological mine theory which is appropriate to mine, and describes its meaning, necessity, characteristics, objectives, principles and theoretical framework. Under the guidance of basic theory, the paper constructs the association of overall mode and detailed mode of the construction of low-carbon ecological mine in coal industry with the combination of mine metabolism cycle, and in order to ensure the effective implementation of mode, it also builds the path to accomplish the construction of low-carbon ecological mine——TME(Technology-Management-Economy) model. In the aspect of technology, it supplies the technological support of low-carbon and ecology, and analyzes the contribution to low-carbon and ecology made by various technologies. In the aspect of management, related management mechanisms including dynamic mechanism, coordination mechanism and security mechanism have been set up. In the aspect of economy, through building low-carbon ecological index system, evaluation method and three-stage evaluation models, the paper determines the effect of the construction of low-carbon ecological mine scientifically. Finally, taking an example of some specific mine, it tests and analyzes the proposed theoretical model and verifies its effectiveness.
