职教集群的知识生成与转化及绩效评价研究

摘要
在当今的知识经济时代,知识是组织发展的不竭动力和核心竞争力的重要体现。知识管理理论在我国教育领域的应用也逐渐倍受学术界的关注。
     随着我国经济的快速发展,职业教育已经成为我国教育的重要形式之一。《国家中长期教育改革和发展规划纲要(2010-2020年)》提出了大力发展职业教育的要求。近几年来,我国职业教育的办学模式从孤立逐渐转变为集群办学。职教集群的兴起与发展为我国职业教育带来了发展的机遇和生机。实践证明,职业教育集群办学在资源共享、知识创新、协同发展等方面具有更强大的优势,同时政府扶持和社会关注将更加促进职业教育集群的发展。因此,对于职教集群的知识生成与转化的研究具有重要的现实意义。
     本文采用了集知识管理、职业教育、技术经济于一体的跨学科的研究方法,立足于理论与实践相结合的原则,在借鉴、吸收国内外知识管理研究先进成果的基础上,构建了职教集群知识生成与转化的理论研究框架。
     以系统论、自组织理论、竞合理论和组织行为理论为理论基础,对职教集群知识生成与转化的概念、内涵进行了界定。将职教集群知识生成与转化分为四个构面,即知识的生成、知识的共享、知识的转移、知识的扩散。通过影响因素和动因分析、机理探究、过程描述,对职教集群知识生成与转化进行了较为深入的研究,并建立了职教集群知识生成与转化的基本模型。
     采用实证研究的方法,通过相关性分析、因子分析和逐步回归分析,指出了影响职教集群知识生成与转化绩效的主要因素,即知识生成能力、知识共享程度、知识扩散速度、校际合作程度、校企合作程度、个人发展需要。
     依据科学性与全面性相结合、系统性与层次性相结合、独立性与规范性相结合、定性与定量相结合等原则,建立了由职业院校内、职业院校间、职业院校与企业间三个层面构成的职教集群知识生成与转化绩效的评价指标体系。采用格栅获取法和模糊数学中的隶属赋值法分别对指标体系中的定性指标和定量指标进行了无量纲化。应用所建立的评价指标体系,采用模糊层次分析法,对天津海河教育园区高职园知识生成与转化绩效进行了评价。研究结果表明:职教集群的办学模式对职业院校内、职业院校间、职业院校与企业间知识的生成与转化具有较强的促进作用,提高了职教集群知识生成与转化的能力,有力地说明了职业教育办学走集群式发展道路的必然性。
In the era of knowledge economy, knowledge is an inexhaustible force and corecompetence for the development of organizations. In our country, the application ofknowledge management theories in the education comes to be widely noticed byacademic circles.
     With the rapid development of the economy, vocational education has been animportant part of the education in our country.“Outline of the National Program forLong and Medium Educational Reform and Development(form2010to2020)”requires that great efforts should be made to develop vocational education. In recentyears, the running pattern of vocational education has shifted isolated to cluster. Thegrowth and development of vocational education cluster brings opportunity to thedevelopment of vocational education. It has been proved that vocational educationcluster has strong advantages on resource sharing, knowledge innovation, synergydevelopment. Government support and public attention will also help to promotevocational education. Therefore, research on the knowledge creation and conversionof vocational education cluster has very important practical significance.
     Based on the theory and practice combination principle and advancedknowledge research results both at home and abroad, this thesis uses interdisciplinarymethods, including knowledge management, vocational education, technologicaleconomics to build the research framework of the knowledge creation and conversionof vocational education cluster.
     This thesis defines the concept of the knowledge creation and conversion ofvocational education cluster based on the System Theory, Self-organization Theory,Coopetition Theory, and Organizational Behavior Theory. There are four dimensionsof the knowledge creation and conversion of vocational education cluster:knowledge creation, knowledge sharing, knowledge transfer, and knowledge diffusion.The thesis aims at further study of the knowledge creation and conversion ofvocational education cluster by analyzing influences, searching mechanisms,describing processes, and builds its basic model.
     By using the empirical study and the methods of factor analysis, correlationanalysis and regression analysis, the thesis gives several main influence factors of theperformance of vocational education cluster knowledge creation and conversion. They are knowledge creation ability, knowledge sharing degree, knowledge diffusion speed,college-college cooperation degree, college-enterprise cooperation degree, andpersonal development needs.
     According to the principles that combine scientificity with versatility,systematicness with hierarchy, independence with standardization, qualitative andquantitative, the thesis establishes the evaluation index system of the performance ofvocational education cluster knowledge creation and conversion, which has threefirst-class indexes. They are knowledge creation and conversion in every college,knowledge creation and conversion between colleges, knowledge creation andconversion between colleges and enterprises. The thesis uses grid method and subjectassignment method of the fuzzy mathematics to transform the qualitative andquantitative indexes to no-dimensional form. And then using FAHP to evaluate theperformance of higher vocational education park knowledge creation and conversion,which is located in Tianjin Haihe Education Park. The research results show thatrunning pattern of the vocational education cluster can help to promote knowledgecreation and conversion in every college, between colleges, between colleges andenterprises; it can raise ability of knowledge creation and conversion of the vocationaleducation cluster; and it also vigorously illustrates the necessity that vocationaleducation should pursue the path of vocational education cluster development.
