潍坊市行政审批电子监察系统的设计与实现

摘要
近几年,潍坊市信息化建设取得了长足进步,电子政务不断深化发展。建设了全市集中的行政审批服务中心,搭建了网上行政审批系统,作为政府为企业和公众服务的重要窗口,方便企业和公众办事。然而,由于监督手段有限,约束力不强,经常会出现“事后查处比较多,事前和事中监督因缺乏有效的手段和方法而难以开展”、“工作中随意性较大,一项许可事项既可以这样办,也可以那样办等问题。我们结合潍坊电子政务实际,设计实现了一个以网上行政审批业务系统及数据为基础,对行政审批的过程和结果进行监控监督的行政审批电子监察体系,加强动态监管力度,以促进行政审批部门工作效率和服务水平的提高。
主要工作有：通过市行政审批大厅业务的了解,分析业务特点,掌握办理审批事项需要的整个生命周期,从材料提交、数据审核、领导签批、缴费发证等,确定了监察范围和监察方式；根据系统需求和目标,设计了系统架构、技术选择、功能模块以及数据库、部分程序等；完成了电子监察系统建设,包含审批事项监察、收费监察、办件监察、跟踪纠错、统计分析、考核管理；参与完成了系统的测试、验收等工作,通过电子监察系统的监督监控,有效规范了全市行政审批业务。通过系统开发和应用尝试,在需求调研、系统架构、技术实现手段、数据库设计等各方面为今后更广范围内的电子监察打下了坚实的基础,在部门协调、联动处理、工作机制等方面积累了较丰富的经验。
潍坊市行政审批电子监察系统通过较长时间的测试上线,系统运行稳定,达到了预期的目标。一是对进驻市行政审批服务大厅的60个部门、110个窗口、220多名工作人员的工作情况进行全员监控；二是对所有行政审批事项的接受、受理、承办、审核、批准、办结等6个环节进行全程监控；三是对各窗口工作人员在行政审批过程中行政效率、服务质量、工作纪律、工作作风等方面存在的过错行为进行全面监控；四是通过参与系统开发和上线运行,对政务信息资源及整合有了一定研究与经验,在数据交换方式、交换内容、技术实现手段、部门协调、工作机制、联动处理等方面积累了较丰富的经验,为政务信息资源整合范围的进一步扩大打下了基础。
In recent years, Weifang city informatization construction has made considerable progress, constantly deepen the development of e-government. The construction of administrative examination and approval service, focus on the city's center, built the online administrative examination and approval system, as an important window of government services for enterprises and the public, to facilitate the work of enterprises and the public. However, due to limited supervision means, binding is not strong, often appear "after the case more, advance and supervision in the process due to the lack of effective means and methods to carry out","the work of randomness, a license can do, can do that". We combine Weifang practice of e-government, the design and implementation of a system of administrative examination and approval to the online business and data as the basis, electronic supervision system of administrative examination and approval process and results of the administrative examination and approval of the monitoring and supervision, strengthen the dynamic supervision, to promote work efficiency and service level to improve the administrative examination and approval departments.
The main work is:through the demand of administrative examination and approval hall research and process control, a detailed understanding of, carefully combing the government administrative examination and approval of the business scope and approval, procedures, scope of inspection and supervision mode was determined; according to the demand of the system and the target, design the system architecture, function, technology selection module and database, part of the program; establish the electronic monitoring system, realize the online inquiry, complaint handling, real-time monitoring, tracking error, statistical evaluation, system management functions; to participate in the completion of the system test, acceptance of work, through the supervision and monitoring of electronic monitoring system, regulate the administrative examination and approval of business. Attempts to system development and application, research on demand, system architecture, implementation techniques, database design and other aspects for a wide range of electronic surveillance to lay a solid foundation, the department coordination, joint processing, working mechanism and accumulated rich experience.

One is the full monitoring work of60departments, in the municipal administrative service hall of the110windows, more than220staff; two is to monitor the whole process of all administrative approval acceptance, acceptance, examination, approval, undertake, making6links; three is the fault behavior of each window the staff in the process of administrative examination and approval of the administrative efficiency, quality of service, work discipline, work style and overall monitoring; four is through participation in the system development and running on the line, on E-government information resources and integration have certain research and experience, in the way of data exchange, exchange content, technology, department coordination, work mechanism, linkage processing has accumulated rich experience, to further expand the scope of government information resources integration laid the foundation of the.
