邮政企业发展电子商务系统设计与实证研究

摘要
随着电子商务在我国的进一步推广与应用,物流对电子商务的限制日益突出。我国物流发展水平的低下,已经成为电子商务发展的一大瓶颈。中国的电子商务在经历了盲目强调网络技术、网站内容、注意力、点击率之后,开始逐渐重视虚拟的网络与传统物资基础的结合。实物配送在电子商务应用与发展中的重要性,已经得到电子商务业界人士的广泛认同和重视,并尝试以各种不同的方式予以解决。拥有我国最大传递网络的中国邮政加盟电子商务领域,无疑会对中国电子商务走出低潮起到推动作用。
     本文对邮政发展电子商务的形式及实施情况进行了分析,肯定了传统邮政的政策优势、业务经验优势、服务品牌以及信誉优势,也指出了邮政发展电子商务存在的管理制度不健全、人员素质较低、生产信息化较低、金融服务支撑不足和发展资金短缺等问题。邮政电子商务的顺利发展离不开信息化基础的进步和完善,近几年邮政大力发展信息网络的建设,其综合信息网、金融计算机网已经覆盖全国,电子邮政也初具规模,信息化水平大大提高,为邮政发展电子商务奠定了基础。
     邮政虽已具有信息传递、物品运送和资金流通三大功能,但是并不等于邮政电子商务已立于不败之地,三大功能的有机结合才是发展邮政电子商务的坚实基础。本文在对这三个方面进行深入分析的基础上,提出了两个优化和建设方案,即,物流配送系统的优化和建设,计算机网络系统的优化和建设。
     物流配送系统的优化和建设以企业再造为指导思想, 以衡量绩效作为关键指标,从根本上重新考虑,彻底改造业务流程,在调整业务功能及优化网运干线的基础上,提出了邮政新物流配送系统和信息系统的建设方案。
     计算机网络系统的优化和建设方案在结合邮政综合信息网、金融计算机网、电子邮政网的基础上提出的,以提高三个计算机网络综合利用作为形成方案的指导思想,将技术环境与经济环境结合在一起考虑,形成一个大网络概念。
     电子化只是手段,而整个核心是商务。随着信息技术逐渐渗透到企业的各个环节,企业交易模式的供应链和销售方式将产生重大变革,企业间电子商务的发展将势头迅猛。本文提出以B2B交易模式作为邮政电子商务重点发展方向,加强环境建设、改进经营模式和结算方式,以提高企业竞争力。
As the spread and application of EB (electronic business) in China, the restriction of logistics to electronic business is more and more outstanding. The low developing standard of logistics in our country is now becoming a big bottleneck of the development of EB. During the first period of the development of EB in our country, the most attention is paid to the technology and content of network including the attentibn be paid to the network, but now we begin to pay more attention to the combination of virtual network and traditional goods and materials. The importance of logistics in the utilization and development of EB is now receiving wide spread approval and attention in the EB industry. Chinese postal service which has the biggest transmission network allied with EB territory will of course help Chinese EB industry to recover from the low tide.
    Here we provide an analysis of the form and implement of EB which developed by the postal service, at the same time we also affirm the superiority of traditional postal service on policy, professional experience, brand and reputation, we also point out some of the problems of the development of EB in postal service territory, such as the imperfection of management system, low quality of personal, low utilizing level of information in business, poor financial service and shortage of fund. Because the EB in postal service territory cannot develop without advancement and perfection of information, so during the latest years, the postal service is devoting major efforts to the construction of information network, and its integrated information network and financial computer network are now covering all the country. At the same time, the construction of electronic postal service has an initial extent, the standard of information transformation has been improved more and more , and all these lay a foundation for t
    he development of the EB of postal service territory.
    Postal service has three main function as following: information transmission, goods transport and funds circulation, but it is not to say the EB in postal service territory is undefeatable, only with the combination of the three main functions above can the EB in postal service territory develop very well. Base on the deep analyzing of the above three aspects, we here put forward two construction program those are the optimizing and construction of logistics system and the computer network.
    The foundation of the optimizing and construction of logistics is enterprise's
    
    
    reengineering, and its most important index is the assessment of the result. That is to say, we must reconsider and reconstruct the business process, adjust business function and optimize the network, only after that can we provide the new construction program of the logistics and information system in postal service territory.
    Only after the combination of the information network, financial network and electronic postal service network can we provide the optimizing and construction prdgram of the computer network, and then we will better utilize the three computer network above.
    Electrification is not the end, the core is business. With the more and more utilizing of the information technology, the supply and sales work will change a lot, at the same time EB between enterprises will be more developing. In this article we consider B2B as the most important orientation of EB in postal service territory, and we should also strengthen the construction of business environment, improve the way of operation and settlement of accounts, only then can we enhance the capability of competition.
