柳州铁路材料总厂物流发展规划的研究

摘要
柳州铁路材料总厂,是柳州铁路局运输生产及建设所需物资的供应和管理部门,为路局安全生产、节约采购成本、节省资金占用做出了重要贡献。但随着铁路管理体制改革进一步深化,作为“主、辅分离”改革的对象,该厂面临着严峻的形势,发展物流是一条可行之路,但该如何发展?向哪个方向发展?才能充分利用物资专业企业优势,确立在产业价值链上的地位?这将是关系到该厂生存和发展的重大问题。
     本文以柳州铁路材料总厂为研究对象,通过对发达国家物流发展状况及现代物流发展趋势的分析,指出物流的发展阶段特征及发展方向;通过对我国物流的发展现状及存在问题的分析,指出我国物流所处的发展阶段及发展空间;通过对柳州市物流市场分析,指出柳州市存在一个很有发展前景的市场空白点;然后通过对国内第三方物流的三种运作模式的分析,指明了符合物流发展方向,切合该厂实际的物流运作模式;最后在详细分析了该厂内外部环境的基础上,指出该厂采用综合物流运作模式,进入该市场,与制造业企业共同构建完整供应链,才能确立在产业价值链中的地位。
     本文通过以上分析,针对该厂的特点及主要问题,重点从以下六个方面提出了物流发展规划方案及措施:完善基础设施以提高服务能力;完善综合性物流服务功能以形成品牌优势;组建信息共享平台以整合信息资源;重组业务流程以适应供应链管理;从物流管理向供应链管理转变;开展物流思想教育以转换观念。相信在今后的实践中会取得比较好的效果,促进柳州铁路材料总厂顺利实现向现代物流企业的转变。
Liuzhou material head factory of the railway is the material's supply and management department for the railway transportation and construction in Liuzhou Railway Bureau. It has contributed much for the secure production, reducing the purchase cost and saving the occupying fund for the bureau. But as the management system reform of the railway went on, this factory was included into the targets of "the reform to separate the staple and the sideline industry."
    So it faced many serious problems. To solve them all, changing into the logistics is a feasible way. But in what direction and how can they make the full use of their enterprise's professional advantage, and establish their position in the industry value chain. This is the key factor concerning their existence and development.
    By studying the example of Liuzhou material head factory of the railway, the paper analyses the state of development and the future trend of the logistics in the developed countries, and figures out the features in different stages and the main direction of its development. Then I analyze the situation and problems of the logistics' development in our country to work out the present stage and the future developmental room. Then I concentrate my research on Liuzhou's logistics market, and disclose the great promising vacant in the city's market. After comparing three operating patterns for the third party logistics, I point out the proper direction for the factory. AT last, by studying the inside and outside environment, I decide the factory should adopt the comprehensive logistics pattern to enter the market and compose the complete supply chain with the manufacture. Till then they can maintain the position in the value chain.
    As noted above, by analyzing the features and the problems of the factory,
    
    
    I put forward plans and measures of their logistics development from the following six aspects:
    Consummating infrastructures to improve serving ability; developing the comprehensive logistics to create the brand advantage; constructing the sharing platform of the information to adjust and combine the information source; rearranging the operation-formula to cater for the chain management; changing from the logistics management into the chain management style; launching the thought education to help people change ideas. It is believed that these schemes would function well in the future and accelerate the factory's promotion to the modern logistics enterprise.
