中国农业剩余劳动力转移的研究

摘要

中国农业剩余劳动力的成功转移是解决困扰已久的农业、农村及农民等“三农”问题的核心，是加速工业化进程的关键，是国家富强和社会全面进步的标志，所以，对其研究必然产生深远的影响。
     本文力求遵循一定的思维逻辑顺序，从六个方面展开论述。第一，简要回顾了毛泽东、邓小平、江泽民等三代领导核心与本文内容相关的一些重要思想。文中紧扣“农业是国民经济的基础”这一重要论断，将三代领导核心的思想有机结合在一起作了阐述。第二，概要介绍了中国农业剩余劳动力的现状及转移问题研究的理论和现实意义。第三，重点分析了中国农业剩余劳动力存在的原因。文中从突出的人地矛盾、二元工业化道路、农村劳动力素质、土地制度以及农业季节性生产等五个角度进行归类。第四，从正、反两个角度扼要说明了农业剩余劳动力转移对农村发展的影响。第五，文中从劳动力转移的一些理论模型和中国的基本国情出发，从农业、农村非农经济、城市化进程、国际劳务输出和计划生育等五个方面，提出了中国农业剩余劳动力转移的一些可行性途径。第六，文中基于政府在中国农业剩余劳动力转移中的作用，提出了一些政策和制度建议，包括政府对农业剩余劳动力转移的全局工作安排、如何加快农业发展、如何进行制度变革、如何发展乡镇企业和加快小城镇建设以及如何发展农村教育等内容。
Successful change of agricultural surplus labor of china is the core of solving the matter of agriculture, rural area and farmer, which perplexed us for a long time. At the same lime, it is not only the key to speed up industrialization of our country, but also the symbol of social progress and national richness. Therefore, the study on it must cause a profound and lasting affection.
    The paper comply with a logical sequence of thinking and analyse from six aspects and as follows:
    The first, the paper review briefly some thoughts of Maotzedong , Denxiaoping and Jiangtzeming, which it is relative to content of the paper. The paper unify their thinking according to the important thought: Agriculture Is the Basic of National Economy.
    The second, the paper introduce briefly the existing situation of agricultural surplus labor of China and the theoretical and practical meaning of the study on the change of agricultural surplus labor of China.
    The third, the paper put stress on the existing cause of agricultural surplus labor of china and sort it out from the serious contradiction between people and land, the dual industrialization way, the quality of agricultural labor , the land institution , the agricultural seasonal production and so on.
    The fourth, the paper analyse the positive and negative affection of rural area developing, which is caused by the change of agricultural surplus of china.
    The fifth, the paper put forward some practical ways according to some theoretical model of labor change and the basic national conditions of china. These practical ways consists of agriculture developing , non-agricultural economy developing of rural area, speeding up industrialization , international labor exporting and family planning.
    The sixth, based on the position of the government in the change of agricultural labor of china, the paper put forward any suggestion of policy and institution. These suggestion consists of how to arrange the change of agricultural labor from the situation taken as a whole , how to accelerate the developing of agriculture , how to reform institution , how to develop town and township enterprises and speed up little town building , how to develop education of the rural area and so on.
