建筑工程造价的计价方法与价格机制研究

摘要
现代市场经济己形成世界性的市场体系，各国经济都不同程度地纳入这个体系之中，社会主义市场经济也要面向世界市场，不能独立于世界之外，必须发展与世界各国的经济贸易关系，参与国际市场竞争，参加世界贸易组织之类的国际性组织。这就要求尊重国际惯例，按国际惯例办事，使国内市场规则与国际市场规则对接，才能在世界范围内发展。
从建筑业来说国内市场与国际市场的衔接，要求遵循国际建筑承包市场国际惯例的通行做法，按照市场经济机制，建立公平平等的市场经济秩序和市场体系，完善涉外法规建设，使建筑工程承包管理向国际化靠拢。
本文首先对国际上工程造价的构成和国内工程造价的构成进行分析，清楚了国内工程造价目前存在的问题，明确了我国工程造价管理的发展趋势，提出了我国工程造价管理改革的方向。
其次，本文通过对国内工程造价的构成进行分析得出，本文对工程造价构成中的人工费、材料费、机械台班费的计算，体现与市场价格机制一致，按照市场价格计算，改变以往工程造价的计取方式；同时改变定额——只考虑各分项工程中所消耗的人工、材料、机械台班的数量标准，不考虑人工、材料、机械台班的价格(这个价格应按市价计算，不是一定时期内固定不变的价格)；改变取费方式；改变工程造价在招标投标中对评标价的确定方式，应采取工程量清单报价方式。
最后，研究了我国的工程造价要与国际惯例接轨，引入国外工程计价、定价的原则和方法，制定适应工程量清单报价的工程量计算规则和有关配套的政策。
The modern market economy have already be come the world market system. The economy of every countries has been brought into this system socialism market system must face the world market, not in depend out of the world, develop the economic trade relation with every country in the world, take part in the international market competition and participate in the international organization such as WTO. We must comply with the international service so as to be satisfied with the needs of the international market.
Regulation and the international market regulation. Then, socialism market economy will develop in the world scope. Otherwise, external opening will be difficult to achieve and socialism market economy will be not easy to develop.
At first, by analyzing the international and domestic project cost form, we can find there are many problems in the domestic project cost field which affects the development of some enterprises, and definitude the development trends of the project cost management reform in our country.
Second, by analyzing the domestic project cost form, we can find there are some problems throughout the inviting public
bidding and the bid, in the aspects of the cost form. With the rapid development of the economy, the traditional budget ration holds back the competition and limits the positivist and creativity of the producer and the operator.
At last, by analyzing the inter national project cost form and according to the project cost rule in our country, we must accord with the international conventions, introduce the principle and means of fixing a price of a foreign project and establish the calculating rule of the project quantity.
