新医改时代中国大型医药批发企业现代物流体系建设研究

摘要
现代医药物流是医药批发企业的核心竞争力,对于医药批发企业来说,现代医药物流体系是其可持续发展的保障。目前,我国大型医药批发企业存在着集中度低、医药物流水平落后、在医药流通供应链中的核心作用发挥不明显等问题。随着国家新医改政策的出台,我国的大型医药批发企业将会面临一系列的机遇和挑战。因此,在新医改时代,如何通过建立合理高效的医药物流体系,不断提高物流管理水平,从而支持自身营销网络的扩张就成为我国大型医药企业目前亟待解决的问题。鉴于此,本文从系统的视角对医药批发企业的物流体系构建进行了深入、全面的研究,达到了预期研究目标。本论文的研究工作主要从以下几个方面开展:
     首先,从医药批发的功能变迁分析入手,指出了现代批发业物流与信息功能已成为其主要功能,并就中美日三个国家的代表性医药批发企业的实证分析,指出现代医药批发企业的发展方向要提高物流与信息能力。分析中国新医改政策给中国医药批发企业带来的新机遇,同时指出中国医药批发企业需要规避的风险,并提出新医改时代中国大型医药批发企业物流发展对策,论证了中国大型医药批发企业建设现代物流体系的必要性。
     其次,提出了中国大型医药批发企业发展“多区多仓”的观点,分析了“多区多仓”的物流网络结构下医药物流规划的总体要求。在此基础上,分别对RDC物流中心、FDC物流中心、TC物流中心和医院药房进行规划设计。
     再次,构建“多区多仓”的医药物流配送网络模式,详细分析了“多区多仓”配送网络模式下CDC、RDC和TC三种物流运转模式。并分别建立了DC、CD和直送三种配送模式下由运输成本和库存成本构成的总成本函数模型,通过算例分析,研究需求波动和各门店的补货周期对系统的影响。
     最后,在“多区多仓”的物流网络基础上,阐述了“多区多仓”的整体管理平台架构,并就物流中心管理信息系统的架构选择进行了分析;与此同时,就整个“多区多仓”的整体管理平台上的海量数据计算与海量数据存储,提出了在管理平台上,用云计算来解决的思路。
The modern pharmaceutical logistics is the core competitive force of the pharmaceutical wholesale enterprises. According to the pharmaceutical wholesale enterprises and corporations, the modern medical logistics system is the guarantee for its sustainable development. At current, the existing problems including the low concentration ratio, the backward pharmaceutical logistics level, inconspicuous core function among the pharmaceutical circulation supply chain. With the emergence of China New Medical Reform policies, the large pharmaceutical wholesale enterprises would confront with a series of opportunities and challenges. Therefore, in the new medical reform time, how to constantly improve the logistics management level through establishing the reliable and effective pharmaceutical logistics system to support its marketing network expanding has become the urgent problem for our large pharmaceutical enterprises to solve. In regard to this, this dissertation starts from the system angle to carry out the deeper and comprehensive research toward the pharmaceutical wholesale enterprises to get the expected research target. The research is carried out from the following aspects:
     Above all, starting from the function change analysis, this dissertation to point out that the modern wholesale industry logistics and information functions have become the main functions and it demonstrated to analyse China, American and Japan these three countries representative pharmaceutical wholesale enterprises and proposed that the development tendency of the modern pharmaceutical wholesale enterprises is to promote the logistics and information competence. This dissertation combined the new challenges that the China New Medical Reform policies have brought to the Chinese pharmaceutical wholesale enterprises and pointed out that the risks of China pharmaceutical wholesale enterprises needing to evade. Finally, it proposed that the China large pharmaceutical wholesale enterprises logistics development strategies in the post medical reform time and demonstrated the necessity of China large pharmaceutical wholesale enterprises construction modern logistics system.
     Secondly, the view of China large pharmaceutical wholesale enterprise developing“Multi-Zone&Multi-Warehouse”and further analysed the pharmaceutical logistics regulation general requirement based on the Multi-Zone&Multi-Warehouse logistics network structure is proposed. Based on the structure, this dissertation respectively carried out the regulation and design toward the RDC logistics centre, FDC logistics centre, TC logistics centre and hospital pharmacy.
     Thirdly, the Multi-Zone&Multi-Warehouse pharmaceutical logistics distribution network model and elaborately analysed the three logistics functioning models including the CDC and RDC in the Multi-Zone&Multi-Warehouse network model and transition RDC is constructed. Then this dissertation respectively constructed the total cost function model combined with transport cost and inventory cost based on DC, CD and direct distributing three distribution models. Through calculation analysis, this dissertation researched the effects of the demand fluctuation and goods supplement of each store toward the system.
     Finally, based on the Multi-Zone&Multi-Warehouse logistics network, this dissertation elaborated the Multi-Zone&Multi-Warehouse general management flat frame and analysed the logistics centre management information system frame selection. In this part, also, this dissertation proposed to use the cloud computing method on the management flat.
