中国兽用生物制品产业发展研究

摘要
我国对兽用生物制品产业的研究较晚,这和我国的国情是相适应的。2005年以前儿乎没有专门针对兽用生物制品产业的研究,但从SARS、疯牛病、禽流感、2009年的甲刑H1N1流感以及频频发生的动物源性食品安全事故后,公共卫生和食品安全被越来越多的公众所关注。兽医事业和兽药产业得到了公众和政府更广泛的关注和重视。动物疫病综合防治、动物保健、兽用生物制品业的产业化、市场化及健康、和谐、可持续发展等,成为各种高峰论坛、学术会议、大众传媒的热点话题。2007年以后,对兽用生物制品产业方面的研究日益增多,研究的领域较广泛,比如,兽用生物制品的研究开发、生产管理、市场开拓、质量管理、品牌建设等具体某一方面的研究探讨等。但总体来说,研究的深度不够,尤其运用经济学理论对兽用生物制品产业进行的研究几乎是空白。
本论文首先从研究兽用生物制品产业发展为出发点,界定了兽用生物制品产业的概念与性质,分析了动物保健品、兽用生物制品、兽用疫苗三者之间的关系；进而用定量的统计分析方法分析了国内外兽用生物制品产业发展的现状,揭示我国兽用生物制品产业发展中存在的差距：新产品研发能力弱；产能过剩市场空间有限；产品质量有待进一步提高；管理水平不高缺乏国际竞争的实力和能力；技术服务急需加强等。
其次,通过PEST分析模型对我国的法律环境,经济、社会环境,技术环境,市场环境分别进行了具体的分析,同时利用SCP分析模型,对我国兽用生物制品产业的市场结构、市场行为、和市场绩效进行了定量分析,得出如下结论：我国兽用生物制品产业市场集中度较高,主要产品市场集中在少数企业,该行业存在进入壁垒,产品差异化程度大、有一定的科技含量,产业格局明显。兽用生物制品行业属特殊行业,兽用生物制品的生产与使用直接涉及到人和动物的群体安全与健康,因此,对中国兽用生物制品产业发展的研究离不开政府角色的分析。本章建立了一个国有资本与非国有资本的博弈分析模型,对国有投资与非国有投资的博弈与合作进行了详细地分析,认为要想提高兽用生物制品产业中国有资本的效率或国际竞争力,促进兽用生物制品产业健康、可持续发展,我国政府在投资决策过程中,必须考虑在加大兽医基础研究中政府投资的同时,在兽用生物制品产业化中逐步减少国有投资,相应增加非国有投资,引入社会资本。
最后,本论文利用对比分析方法,阐述了发达国家畜牧业发展对我国的启示以及国际动保公司的发展策略,通过SWOT分析模型对我国兽用生物制品产业的优劣势进行了分析,进而对我国养殖业发展形势进行了预测分析,从不同的侧面,有利的和不利的,对我国兽用生物制品产业进行了展望并分别从政府和企业的角度对我国兽用生物制品产业发展提出建议。
整个行业的规范将需要政府、协会和企业间共同努力,通过真正市场化的建立来平衡关系。随着兽医体制改革的逐步深入,监管透明,执法到位,企业自律,我国兽用生物制品产业规范有序,健康发展指日可待。但我国的兽用生物制品产业要想真止保障畜牧业健康发展和生产出绿色、健康、无残留的产品,真正和国际接轨,任重而道远。
The research of veterinary biological products industry in China started quietly late because of special national conditions. Before 2005 there was almost no relevant research on this industry, but since "atypical pneumonia" in 2003, the avian flu in 2004, Streptococcus suis in 2005, swine flu H1N 1 subtype in 2009 and repeated safe accidents of Animal Derived Food, public health and food safety has increasingly become the focus of public attention. The government carried out series of relevant policies to prevent public health events. Veterinarians and veterinary industries got wider concern and attention of the public and government. Comprehensive prevention and control of animal diseases, animal health, industrialization, marketing and health, harmonious and sustainable development of veterinary biological products industry has been hot topics of a variety of summit forum, academic conferences and mass media. Since 2007, the research on this industry has been getting increasingly and wildly, including R&D, production, marketing and management of the veterinary biological products and professional studies of industrial development. In the overall, the depth of research was not insufficient, especially do research on veterinary biologics industry with economic theory was almost blank.
How about the development process and the gaps of veterinary biological products industry at home and abroad, development environment and trend of this industry in China? What are factors of influencing the health effects and sustainable development of this industry? This is a new research topic.
This paper is to study the development of veterinary biological products industry as a starting point, to define the concept and characteristics, learn the development process, review the development theory, analysis the status at home and abroad and reveal the gaps in the development of China's veterinary biological products industry, and then make the development proposal which is suitable for the national conditions.
Based on the introduction of the status of veterinary biological products industry in China, the strength, weakness, opportunity and threat of veterinary biological products industry is analyzed by SWOT. Among them, strength is mainly reflected in the broad market, and the favorable industrial policy and development environment. Weakness is the irrational structure of product, the nonstandard production inspection, and the irregular market. Opportunity is mainly reflected in improving government's emphasis on animal security, expanding the scope of compulsory immunization, increasing the proportion of scale breeding, upgrading veterinary biological products in China, speeding up industry consolidation and improving market concentration. Threat is manifested mainly in the poor market consciousness due to the long-term planned economy. And veterinary biological products enterprises in China are at a relatively disadvantage position during the competition with international companies. Based on these, countermeasures to promote the development of veterinary biological products enterprises in China are put forward from the aspects of both government and enterprise. On the one hand.government should improve the laws and regulations and promote the healthy development of vaccine industry, strengthen the manufacturers'consciousness of quality and biological safety, and create a favorable environment for market competition. On the other hand, enterprises should adjust the product structure and strengthen research and innovation, improve the brand competitiveness, take the road of common development, enhance the management capacity of the enterprises, and promote customer service.
