吉林省残疾人就业保障机制研究

摘要
残疾人是每个国家人口的正常组成部分,又是一个特殊的群体。残疾人的问题也是我们这个泱泱人口大国始终面临的棘手难题。我国残疾人事业所面临的问题可谓是林林总总,残疾人就业便是其中基础性的问题。吉林省的残疾人所占比例在全国是相对较高的,因此,如何解决好残疾人的就业问题便显得更为重要。
就业乃民生之本,对于残疾人来说,就业不仅是谋求生存的手段,更是平等、自强地融入社会的途径。但是,由于诸多不利因素的影响,目前吉林省乃至全国残疾人就业状况仍然不尽如人意。
残疾人就业是残疾人事业的重要组成部分,也是残疾人及其家属最为关切、最需要社会帮助解决的现实问题。任何一个国家的发展都需要以社会稳定为前提,残疾人是社会成员的一部分,只有社会的每个部分都健康发展,社会才能保持和谐稳定。在举国上下全面建设小康社会和同心协力构建和谐社会的今天,做好残疾人就业工作,对于维护社会的和谐稳定,推进社会主义建设进程,特别是对于全面提高残疾人群体的经济生活、精神生活和社会生活质量,都具有重要的现实意义和深远的历史影响。
改革开放以来,我国颁布实施了《中华人民共和国残疾人保障法》、《残疾人就业条例》等一系列保护残疾人权益的法律法规,因此问题的关键就聚焦在如何把法律法规落到实处,并顺畅实施上了。本文依据吉林省第二次全国残疾人抽样调查数据为基础,通过对数据的分析做出了对吉林省残疾人生活和就业现状的概述,从市场经济转型对残疾人集中就业的负面影响和当下残疾人按比例就业面临的主要困难对残疾人就业所面临的主要障碍进行粗略的分析,试图建构起以政府为主导、残联为主体、社会环境为支撑的促进残疾人就业的保障机制。
The handicapped is an usual element of the population of every country in the world, at the same time, they are a very special group. This is what we have always faced difficult matter in my country. The handicapped business is one of the most basic foundation for the group's issue, it plays a very important role in the difficulties. Jilin Province takes a relative high scale for the handicapped all over the China, therefore, how to solve the handicapped employment problem is the most crucial part in the whole process.
Employment is the root of the people's livehood, for the handicapped, employment is the fundamental way to enhance the economic and social position, to improve material and spirital life, and it makes the handicapped blend into the social life and achieve the value for personal life. However, due to a number of adverse factors, the current employment situation of handicapped in all of the country and Jilin Province is still not satisfactory.
The employment for the handicapped is the important part for their business, it is also the issue their family members concerned about and needed to be sovled by the society. We should notice that the disadvantage group refers to many social issues, incluing unite or isolation of the society, fairness or unfairness of the society, and stability or nt of the development for every country, as long as every part of a counrty developed fitly and normal of the society, they are all important and concerned most problems. Stability is the advancemey, the society could get a great development direction, the handicapped is such a part in our society. Nowdays everyone in China is trying to get an affluent and a harmonious society, we have to care about the handicapped, especially the improvement of the economic and spiricial life, moreover quality of the social life. It is an important matter with realistic significant and far-reaching influence.
Since reform and opening, China has promulgated and implemented the "Law on the Protection of Handicapped", "Handicapped Employment Ordinance, " a series of laws and regulations to protect the interests of persons with disabilities, so the key to the problem focused on how to implement the laws and regulations, and implementation. In such a backgroud, this essay study and reaserch deeply according to the second sam survey of China in Jilin Province. After analyze the data, the author made a basic description for present situation of the disabled people's life and employment in Jilin. The author talked about the negative effect of transition of the market economy for the handicapped and the main difficulties for the handicapped in employment on scale, with these two factors, the author makes an analysis for the obvious problems. Eventually, the authory creats a solid system for acclerating the handicapped employment from the government, the handicapped association and the envoirnment.
就业乃民生之本,对于残疾人来说,就业不仅是谋求生存的手段,更是平等、自强地融入社会的途径。但是,由于诸多不利因素的影响,目前吉林省乃至全国残疾人就业状况仍然不尽如人意。
