当代中国社会转型时期的行政伦理重建

摘要
哲学就其本性来说，是对于人类生活的终极关怀。关注现实，理论联系实际是马克思主义的本质属性，也是其永葆科学青春活力之根本所在。因而，社会转型时期的伦理问题包括行政伦理问题，是马克思主义哲学社会发展理论在当代研究的重点领域之一，亦是本文重点探讨的主题。当代中国的社会转型要求更高的理论自觉。缺乏对现实问题的理论探讨，势必影响当代中国的社会转型，进而影响到中国的社会主义现代化建设。正是基于这样一种认识，本文从马克思、恩格斯关于社会形态和社会分型理论入手，以社会转型时期的社会变迁和历史变化为切入点，充分探讨与此密切相关的行政伦理问题。根据社会转型的有关理论，提示行政伦理重建的客观依据和动力，阐述行政伦理重建的必要性，揭示当代中国社会转型和行政伦理的内在关系，探讨转型时期行政伦理重建的基本内容、基本原则和根本途径。同时，文中对社会转型和行政伦理的内涵、当代中国的行政管理模式、行政伦理失范的现状等问题也作了充分的解释，对行政伦理重建的基本要素，作出了新的概括和总结。
In nature philosophy shows the most ultimate solicitude to human being. The essence of Marxism philosophy is to pay close attention to the reality and put theory into practice, which is also the reason for its lasting scientific vitality. Therefore, the issues of moral principles in the society transition period, including the issue of administration, is one of the most important current research field of social development theory of Marxism philosophy, which is the focus of the thesis as well. The current society transition of China requires a higher awareness of theory. The lack of theory argument about current issues will necessarily affect the society transition and socialist modernization construction of China. Based on the awareness mentioned above, the thesis starts with the analysis theory of the formations and transitions of society of Marxism, and argues about the related administration moral principles with the research of social and historical changes in society transition period. According to th
e related theory of society transition, the thesis demonstrates the objective evidence and driving force for the reconstruction of administration moral principles, expounds the necessity of it and discuses the contents, fundamentals
and solutions of the current society transition of China and the theory of administration moral principles. Besides, such issues are analyzed in details as the connotation of society transition and administration moral principles, the current administration patterns of China, the present situation of the failure of administration moral principles and so on, and some new summaries of essential factors of the reconstruction of administration moral principles are put forward as well.
