低碳环境下现代物流业发展因素研究

摘要
进入21世纪,低碳经济发展正成为世界经济新的增长点。发展低碳经济正成为世界许多国家抢占未来经济制高点的重要战略选择。现代物流业是融合运输业、仓储业、货代业和信息业等的复合型服务产业,作为一种先进的组织方式和管理技术,已成为世界经济发展的热点之一。但是,物流活动总量的提升会增加燃油消耗,造成空气污染和废弃物污染,汽车保有量的增加引起城市交通堵塞等诸多问题,物流过程对环境产生了负面影响。因此,如何在低碳环境下发展现代物流业是一个迎合时代、迎合世界、迎合国情的创新命题,是我国物流产业发展的最新趋势,具有很深刻的理论意义和现实意义。
     “低碳经济”的环境下发展现代物流业是物流业中绿色物流发展领域的问题。我国绿色物流发展起步较晚,物流业处于从传统物流向现代物流的发展方式转变的过程,与发达国家相比,差距显著。国外物流业通过立法、限制碳排放额度等措施对绿色物流及绿色供应链进行有效管理,众多企业纷纷开始了绿色物流行动。相比之下,我国物流企业还处于激烈竞争的态势,唯有少数国有大型物流企业开始试点绿色物流的项目研究。我国绿色物流领域存在着起步晚、立法不完善、人才短缺、信息技术跟不上等弊端。
     本文的研究立足于我国绿色物流的现状与特点,从如何促进发展绿色物流的因素上进行探讨,归纳了四类影响因素,即政府因素、企业因素、技术因素与社会因素。其中,政府因素下包括法律法规、物流标准、激励政策与税收四个因素;企业因素包括管理层环境意识、社会公众形象、竞争优势与控制成本四个因素;技术因素包括物流技术与信息技术、绿色运输技术、逆向物流管理三个因素;社会因素包括绿色消费需求、人才培养、绿色采购三个因素;共14个影响因子。
     本文运用层次分析法对我国绿色物流的影响因素进行研究,通过建立层次分析模型(AHP模型),计算出14个影响因素对发展我国绿色物流的重要性影响权重。其中,本文的数据来源于我国高校物流教授、物流企业管理层、社会物流专家对发展绿色物流影响因素的整体意见,通过调查问卷的发放,得到了初步数据,按照AHP模型的计算步骤,采用了层次分析法模型软件——yaahp软件对数据进行了运算,得到了政府因素、企业因素、技术因素及社会因素及14个影响因子对发展绿色物流的影响权重,其中四大类影响权重分别是0.5638、0.2634、0.1178、0.055。本文得知在实施绿色物流的过程中,政府因素是最重要的,政府是监督与实施绿色物流的主体,政府行为在绿色物流的发展中具有导向作用;而企业因素并不是关键因素,企业不愿意投入资金实施绿色物流;技术因素对绿色物流的发展具有支撑和保障作用;社会因素虽然不是发展因素中的主要因素,但对绿色物流实施的整体宏观环境中能产生推波助澜的效应。在绿色物流的发展过程中多抓主要因素,才能保障绿色物流的有效实施。
     本文最后针对因素研究所得出的结论,结合我国绿色物流发展过程中的特点,提出了我国在低碳环境下发展现代物流业的对策与建议,为现代物流业的发展提供了科学依据。
In the 21st century, the development of low-carbon economic is a new growth point of the world economy, which has become the strategic choice in future among many countries in the world. Modern logistics industry is an integration industry, which include transportation、warehousing and IT industry, as an advanced form of organization and management skill, it has become the hotspot of the world economic. However, the total amount of logistic activities has increased the fuel consumption, which causing air pollution. At the same time, the number of automotive increases the city traffic problem, and the logistics process has an negative impact on the environment. Therefore, how to develop the modern logistics in the low carbon environment is an innovation study, which is the latest trend of our logistics industry, so it has profound significance of the theory and practical significance.
     IT is the problem in the field of green that how to develop the modern logistics industry based on the "Low-carbon economy". Green logistics development in China started very late, and the logistics industry in logistics is in the process of changing from the traditional approach to the development of modern logistics. Compared with developed countries, the gap between each other is significant. Foreign logistics industry manages the green logistics and green supply chain effectively through legislation and other measures to limit carbon emissions. Many companies have started green logistics operations. In contrast, China's logistics business is still in the highly competitive situation, only a small number of large state-owned logistics companies have started a pilot project of Green Logistics. The green logistics exists the problems, such as inadequate legislation, shortage of professionals and information technology that can't keep up with the speed of logistics industry.
     This study discusses how to promote the development of study on the factors based on our current situation and characteristics of green logistics, and summarizes the four factors, that is the Government factor, enterprise factor, technical factor and social factor. Among them, the Government factor includes the factors of laws and regulations, logistics standards, policies and tax incentives; Enterprise factor includes management environmental awareness, public image, competitive advantage and the cost control; Technical factor includes logistics and information technology, green transport technology, reverse logistics management; Social factor includes the need of green consumers, personnel training, green purchasing; There are a total of 14 factors.
     In this paper, I research the factors of green logistics by establishing the AHP model to calculate the important influence of 14 factors on the development of green logistics. Meanwhile, the paper data come from the logistics professors of universities, logistics enterprises management and social logistics experts. Then following the AHP model calculation steps, I use AHP model software-yaahp the computational software. The result is 0.5638,0.2634,0.1178,0.055. This article was informed the government is the most important factor which is monitoring and implementation of the main body of green logistics in the process of implementing green logistics. Enterprise factor is not the key factor, that is because enterprises are not willing to invest in the implementation of environmental logistics; Technical factor has the respect of supporting and guaranteeing on the development of green logistics; Social factor that is not a major factor in the development of factors but can produce fuel to the flames in the implementation of green logistics.
     At last, based on investigation and analysis of the green logistics development in our country, discussing the conditions of the advanced experience of developed countries, the article pertinently bring forward the countermeasures for the modern logistics development in the low-carbon conditions.
