区域创新体系的微观实现机制研究

摘要
知识经济和信息化伴随着全球化浪潮,一方面极大地推动了世界各国、各地区经济社会的发展,另一方面也对国家、区域的进一步发展提出了新的、艰巨的挑战。区域创新体系的建立和完善,可以培育区域核心竞争力,对区域产业结构高级化,区域和区际经济协调发展,以及国家综合实力的增强产生巨大的推动力。在此背景下,加深对区域创新体系的研究具有重大现实意义。
针对现有文献关于区域创新体系实现机制方面研究的不足,本文以微观的视角展开对这一问题研究。研究的内容主要包括：(1)基于微观的视角,从区域创新体系中创新的实质和创新的产生出发,抽象归纳出区域创新体系微观机制的内涵及形成机理。(2)以区域创新体系微观机制为依据,构建区域创新体系微观实现机制的分析框架。这一理论框架包括两个重要方面：一是在透析区域创新体系微观机制运行机理的基础上,构建区域创新体系微观实现机制的理论模型,以阐释区域创新在微观上得以实现的理论依据；二是探索区域创新体系微观机制的实现模式。(3)对我国区域创新体系微观实现机制建设状况进行统计分析和绩效评价。(4)结合理论研究和统计分析的结果,提出我国区域创新体系微观实现机制的支持体系和实现对策,从理论和实践两个层面为我国区域创新体系微观实现机制的建设提供可靠依据。
在研究方法上,本文将抽象归纳和演绎分析相结合,在一般原理的层面分析了区域创新体系微观实现机制的内涵、本质和特征,以及相应的最佳实现模式。此外,还运用统计分析的方法把握了我国区域创新体系微观实现机制建设的现状与特征。
文章的结论可归纳为以下几点：(1)以高校为主体的知识创新、以科研机构为主体的技术创新和以企业为主体的技术创新与产业创新构成了区域创新体系微观机制的三大要素。区域创新体系微观主体的创新动力机制、互动学习机制和基于根植性及邻近性的竞争合作机制通过复杂的相互作用形成区域创新体系微观机制的运行机理。(2)区域创新体系微观机制的运行机理与政策供给机制、资金支持机制、科技服务机制三大外部创新辅助机制相结合,形成了区域创新体系的微观实现机制。相应的,产学研合作是区域创新体系微观机制的最佳实现模式。(3)通过统计分析发现,我国在区域创新体系微观实现机制的建设方面取得了一定的成效,但在创新主体建设,尤其是企业这一重要主体创新能力的提升,主体之间创新网络建设和创新服务机制建设等方面还有待进一步地加强和完善。(4)从理论和实践两个层面,构建了我国区域创新体系微观实现机制的支持体系,以及促进我国区域创新体系微观实现机制建立与完善的政策建议。
本文主要在理论分析上做了新的尝试,可能的创新之处有：(1)以企业为中心,结合高校与科研机构、政府部门、中介组织等,从微观层面研究区域创新体系的实现机制,突破现有文献仅从宏观的、政策的层面研究区域创新体系的禁锢。(2)通过内外创新机制将知识创新、技术创新和产业创新紧密联系起来,使包含不同主体,处于不同环节的创新活动有机地联系起来,全面地展现区域创新体系的微观实现机制。(3)借助创新经济学、区域经济学、产业经济学以及制度经济学等学科内相关的理论工具,将多元的研究视角融为一体,全面、深入地构建一个区域创新体系微观实现机制的理论框架。
The globalization, accompanied by knowledge economy and informationization, on the one hand greatly promoted the world's developments of economy and society, on the other hand made national and regional development to meet new and difficult challenges. Establishment and improvement of the regional innovation system can foster regional core competitiveness, and has a great impetus on upgrading of regional industrial structure, regional, interregional economic coordinated development and enhancement of comprehensive national strength. In this context, the deepening research of the regional innovation system is of great practical significance.
For the shortage of existing literatures on the regional innovation system's microscopic implementation mechanism, this article started a micro perspective of the issue, the study should include:(1) Based on the micro perspective, analyzes the micro-mechanism of the regional innovation system formation, and abstractly summarize the general mechanism. (2) Building the analytical framework for regional innovation system's microscopic implementation mechanism, including the two important aspects:dialysis the operational mechanism of the regional innovation system's microscopic mechanism, and build the theoretical model of the regional innovation system's microscopic implementation mechanism; explore the implementation model of the regional innovation system's microscopic mechanism, especially the cooperation among Industry-Education-Research. (3)Statistical analysis and evaluate the regional innovation system's microscopic implementation mechanism in china. (4)Combining of theoretical research and statistical analysis, give supporting systems of the regional innovation system's microscopic implementation mechanism, and the strategies to achieve the regional innovation system's microscopic implementation mechanism.
Abstract generalization and deductive analysis were used to study the content, nature, characteristics and the best implementation model of the regional innovation system's microscopic implementation mechanism. Statistical analysis is also used in this article.
The conclusions can be summarized as follows:(1) College is the mainstay of knowledge innovation, research institution is the mainstay of technological innovation and enterprise is the mainstay of technological innovation and industrial innovation. With the function of innovation dynamic mechanism, interactive learning mechanism, competition and cooperation mechanism, policy supplying mechanism, financial support mechanism, high-tech service mechanism, the three types of innovation constitute the regional innovation system's microscopic implementation mechanism.(2)The cooperation among Industry-Education-Research is the best implementation model of the regional innovation system's microscopic mechanism.(3)In China, some success in construction of the regional innovation system's microscopic implementation mechanism were achieved, but there are also some problem, such as build innovation subjects, enhance enterprises'innovative capability, construct innovation network and innovative service mechanism.(4) In the theory and practice, there are supporting systems of the regional innovation system's microscopic implementation mechanism, and the strategies to achieve the regional innovation system's microscopic implementation mechanism.
The article made a new attempt in the theoretical analysis, and the innovation may as follows:(1) Combining enterprise, the center of innovation, with college, research institutions, government and intermediary organization, study the regional innovation system's implementation mechanism from micro perspective, which breakthrough the limitation that the existing literatures researched the regional innovation system only in macro aspect and policy aspect. (2)Knowledge innovation, technological innovation and industrial innovation were associated tightly with inside and outside innovative mechanisms, which organically connected three important innovations, containing different subjects and at different levels, thus comprehensively reflect the regional innovation system's microscopic implementation mechanism.(3)Using important theoretical tools in innovation economics, regional economics, industrial economics and institutional economics, unify multiple perspective in the analysis of the regional innovation system's microscopic implementation mechanism, providing a comprehensive and in-depth theoretical analysis framework.
