湖北省油菜产业发展问题研究

摘要
湖北省地处我国中部,属亚热带向暖温带过渡地带,温光资源丰富,农业生产条件优越,非常适宜油菜生长,是我国最具油菜种植优势的区域之一。湖北省是我国最大的油菜主产省,一直以来其产量和种植面积居全国首位,均占全国总量的1/6。近年来,湖北油菜籽加工业发展迅速,加工能力居全国前列,但现有加工企业规模化发展面临较大限制,缺乏自主品牌,产品竞争力不强,湖北菜籽油产品在国内的认同度较低,难以匹敌沿海及国外油脂加工企业。双低菜籽油的营养保健价值十分有利于人体健康,被业界誉为“东方橄榄油”,湖北省油菜生产的双低化率居全国第一位,但湖北优质菜籽油多被作为调和油的一种成分加以利用,未能被社会公众和消费者充分认识,没有体现出应有的市场价值。在湖北油菜产业发展过程中,各地区根据不同的资源条件和市场优势,探索出了产业化经营的多种组织形式,但仍存在着企业带动能力弱、产业链条易断裂等问题。“世界油菜看中国,中国油菜看湖北”,作为国内油菜生产的“龙头”,探索上述问题产生的原因,有助于我们更加清晰地认识湖北油菜产业的现状及未来的发展潜力,期望能为湖北农业产业结构调整及油菜产业区建设提供一种思路,希冀能为中国油菜产业的发展提供一份可资借鉴的案例。
     本文以湖北油菜的产业发展问题作为研究主线,采用定性分析和定量分析相结合的方式,借助农业经济、产业经济、制度经济、博弈论、系统工程等学科的基本原理,从生产、加工、销售等多个层面对湖北油菜产业展开分析,以期深入剖析湖北油菜产业发展中存在的问题。本文共分为十个部分,各部分的安排如下:
     第一章是导言。本章主要介绍问题的提出、研究的背景和意义、国内外研究综述、研究的基本思路、研究框架、技术路线、研究方法及可能的研究创新与不足之处。
     第二章是农业(油菜)产业的基本理论。这一章着重阐述文章研究的理论基础如分工协作理论、产业组织理论、交易费用理论等,并对农业产业化的内涵、评判标准、局限性以及我国油菜产业发展概况等内容进行了探讨。
     第三章是湖北省油菜生产的历史变迁与基本事实。为了更准确地分析湖北油菜产业发展存在的问题,需要首先弄清湖北油菜生产的基本状况,本章着力阐述了当前湖北油菜生产的演变历程、总量特征、地区分布、生产成本、科技进步贡献率等情况,重点分析了湖北省农户油菜生产的技术需求状况。
     第四章是湖北省油菜加工利用的基本概况。首先分析了湖北油菜的加工现状,接着分析了湖北油菜加工龙头企业发展状况,研究了小型加工厂的发展情况,最后研究了油菜加工利用的技术需求情况。
     第五章是湖北省油菜产品市场分析。本章首先分析了湖北省油菜的市场销售状况,并对目标市场按照地理、人口、心理、行为特征进行了细分,最后分析了湖北油菜的市场结构、市场行为及市场绩效。
     第六章是湖北省油菜产业社会化服务水平研究。首先阐述了湖北省油菜产业社会化服务体系,接着从农户满意度的角度分析了油菜产业社会化服务质量,最后指出了当前油菜产业社会化服务存在的主要问题。
     第七章是湖北省油菜产业化组织形式及发展模式。在分析农业产业化的组织形式及发展模式的基础上,提出了湖北省油菜产业化发展的主要模式。
     第八章是湖北省油菜产业利益分配机制分析。油菜产业关系到政府、龙头企业、中介组织和农民等多方利益主体,本章利用经济博弈模型,分析了油菜产业发展机制中存在的诸多问题,并提出要在计划决策、服务机制、要素投入整合、利益分配、激励约束、组织制度等方面进行创新。
     第九章是湖北省油菜产业发展的整体绩效评价。首先研讨了农业产业评价指标体系设置的原则及构成,然后分析了衡量油菜产业水平的指标体系,最后评价了湖北省油菜产业发展的整体运行绩效。
     第十章是加快湖北省油菜产业发展的对策建议。这一章主要阐述了湖北省油菜产业发展的基本原则和总体思路,并在此基础上提出了促进湖北省油菜产业发展的对策措施。
Hubei province, located in central China, is a transitional area from subtropical zone to warm temperate zone. Thanks to the rich temperature and light resources in this area, it is favorable for agricultural production, especially for the growth of rape. And Hubei is one of the most prevailing areas for rape planting in China. In fact, Hubei is the largest one among the main rapeseed producing provinces in China. Its output and planting area, both accounting for1/6of the national total, have been ranking the first in the country for a long time. In recent years, Hubei rapeseed processing industry has developed rapidly, and its processing capacity is among the highest in the country. However, the processing enterprises are facing great restrictions on scale development, being lack of independent brands, and their products are less competitive because Hubei's rapeseed oil products are not well accepted by the customers in the country and difficult to compete with the products of coastal and foreign oil processing enterprises. The double-low rapeseed oil is very beneficial to human health, and it is named as the "Oriental olive oil" by the industry. The rate of double-low rapeseed production in Hubei Province ranks the first in the country, but the rapeseed oil is mainly utilized as an ingredient of blend oil, failing to be fully known by the public and consumers and reflect its due market value. In the development of Hubei's rape industry, different regions have explored various organization forms of industrial management according to their resource conditions and market advantage, but the problems of weak driving capacity and fragile industrial chain still exist. There is a saying that "look at China if you want to know the world's rape, and look at Hubei province if you want to know China's rape". Hubei, as the leader of domestic rapeseed production, exploring the reasons for its problems above could help us to better understand its rapeseed industry's status quo and future development potential. We are expecting to provide an idea for the agricultural structure adjustment and Hubei's rapeseed industrial zone's construction, and provide a study case for the development of China's rapeseed industry.
     This paper, taking the problems of rape industry's development in Hubei province as main line, makes use of both qualitative analysis and quantitative analysis and the basic principles of agricultural economics, industrial economics, institutional economics, game theory and systems engineering to analyze the rape industry in Hubei province from the perspectives of production, processing, marketing and others, so as to go deep into the problems of rape industry's development in Hubei province. This article is divided into ten parts as follows:
     Chapter1is the introductory part. This chapter introduces the issues raised, the background and significance of the research, the domestic and foreign research review, the basic idea, frameworks, technical route and methods of the study, as well as the possible innovation and shortcomings of this study.
     Chapter2is about the basic theory of agriculture (rape) industry. This chapter focuses on the theoretical basis of this study such as collaboration theory, industrial organization theory, transaction cost theory and others. It also investigates the connotation, evaluation criteria, and limitations of agricultural industrialization, and the basic situation f Chinese rape industry's development.
     Chapter3is about the historical changes and facts of rapeseed production in Hubei province. In order to better analyze the problems of rape industry's development in Hubei province, it was necessary to first understand the basic condition of its rape production. So this chapter focuses on describing the evolution, total characteristics, geographical distribution, production costs, the contribution rate of scientific and technological progress of rape production in Hubei province, and especially analyzes the technology needs of rapeseed production farmers in Hubei province.
     Chapter4is about the basic situation of rape processing and utilization in Hubei province. It firstly analyzes the status quo of Hubei province's rapeseed processing, and then discusses the development situation of its rapeseed processing leading enterprises and small-scale processing plants, and finally studies the technical requirements of rapeseed processing and utilization.
     Chapter5is the analysis of the rape production market in Hubei province. This chapter firstly analyzes the marketing situation of rape production in Hubei province, then subdivides the target market by geographic, demographic, psychological and behavioral characteristics, and finally analyzes the market structure, market behavior and market performance of the market.
     Chapter6is about the social service level of Hubei province's rape industry. It firstly describes the rape industry's social service system in Hubei Province, and then analyzes the quality of social services from the perspective of farmer satisfaction, and finally points out the main problems faced by the rapeseed industry's social service at present.
     Chapter7is about rape industry's organizational forms and development patterns in Hubei province. Based on the analysis of the organizational forms and development patterns of agricultural industrialization, we propose the main pattern of Hubei rape's industrial development.
     Chapter8is about the interest allocation mechanism of rape industry in Hubei province. Rape industry concerns many stakeholders, including the government, leading enterprises, intermediary organizations and farmers. This chapter makes use of game theory model to analyze the problems existing in the rape industry's development mechanism and think that innovation is needed in decision making, service mechanisms, factors input and integration, interest allocation, incentive and constraint as well as organizational system.
     Chapter9is the overall performance evaluation of rape industry's development in Hubei province. Firstly, it discusses the principles on setting up the evaluation index system of agricultural industry and its composition, and then analyzes the evaluation indicator system of rape industry level. Finally, it evaluates the overall operational performance of rape industry's development in Hubei province.
     Chapter10is about the suggestions to accelerate the development of rape industry in Hubei. This chapter mainly describes the basic principles and general ielea of Hubei province's rape industry development, and on the basis of which, we propose the counter measures to promote the rape industry's development in Hubei province.
