生态村基础设施建设可持续性评价研究

摘要
城市现代化发展到一定阶段必然要向农村扩展,而良好的农村基础设施是新农村建设现代化的标志。我国新农村建设不能再以环境为代价一味追求发展,必须坚持可持续发展原则,走生态村的道路。基础设施的可持续建设,是生态村建设的重要内容,是农村改革的重要载体,也是城乡统筹的主要体现。生态村的基础设施必须要实现可持续建设。本文主要目的是研究生态村基础设施建设的可持续性问题。
     本文明确提出了生态村生态村的基础设施、生态村基础设施可持续建设的概念与特征,分析了基础设施对生态村可持续建设的促进机制;提出了基于八类基础设施建设要素的生态村基础设施可持续建设导则。
     生态村建设是在农村建设原有基础上进行生态化的过程,而不是重新建设一个新的农村。生态村基础设施的研究内容包括基础性工程设施和公共性服务设施。生态村基础设施可持续建设应符合全生命周期生态化,自身建设综合水平高,与外部系统协调发展三个特点。
     本文提出必须从自身建设水平和与外部系统协调性两方面入手,综合评价基础设施建设的可持续性。建立了生态村基础设施可持续建设综合水平评价体系,并用DEA方法评价基础设施与外部系统的协调性,从而构建了可持续性评价矩阵模型,综合反映了生态村基础设施建设的可持续性。
     最后本文进行实证研究,对湖北省谷城县堰河村的基础设施建设进行了可持续性评价。
Modernization always brings great changes to the city, and then to the rural area. Infrastructure is the foundation of modernization. So the rural area should develop with good performance of infrastructure. Sustainable development is the guideline for eco-village development, and also for the construction of infrastructure. We should follow the requirements of sustainable construction of infrastructure in eco-village. This thesis studies the sustainability of infrastructure construction in eco-village.
     The thesis introduces the concept of eco-village and its infrastructure construction. Construction of eco-village in China is an ecological process of existing countryside, but not a brand new construction activity. Infrastructure studied in this thesis refers to facilities including basic engineering facilities and public service. The thesis also puts forward sustainable construction guidelines for eight types of infrastructure.
     The most important part of this thesis is comprehensive sustainability evaluation of infrastructure construction in eco-village. Firstly, it establishes an indicator system for evaluation of construction level of infrastructure. And by using improved AHP to calculate the weight, the comprehensive level of infrastructure indicating the state and developing capacity is figured out. Secondly, it evaluates the harmony between infrastructure and economic system, social system, and environment system of eco-village based on DEA method. Thirdly, combining the developing level and the harmony, this thesis puts forward a matrix model, showing four different modes of infrastructure construction.
     As a case study, the thesis studies the infrastructure construction in Yanhe Village of Gucheng Town, Hubei Province.
