普侨区政府执行力分析及提高途径研究

摘要
随着经济发展进入新阶段,新的形势对政府提出了更高的要求。在政府行政能力中,执行力显得尤其基础和重要,相对于中央政府以决策职能为主,地方基层政府更加突出执行职能,需要强大的行政执行力去实现党和政府制定、倡导的一系列价值、目标体系,所以对政府执行力进行研究,对于我国政府整体竞争力的提升,增强我国各级政府执行力,尤其是基层政府执行力,推动我国各项政策的落实具有非常重要的意义。对普侨区而言,提高执行力不仅仅是贯彻落实上级要求,更是强势推进、跨越发展,建设魅力侨城的现实要求,结合普侨区实际进行执行力的研究更有难以估量的现实意义。所以,本文拟对政府执行力及其构成、影响要素进行创新性的深层研究,并将理论研究成果应用于实际,以指导普侨区政府全面加强执行力建设。
     文中,笔者将引入企业战略执行理论,结合政府组织的特殊性,提出政府战略执行理论——政府执行是政府为实现社会公众利益最大化,发挥公共服务、经济管理和社会文化建设职能,制定适宜社会经济发展状况的战略,并根据外在环境、地区实际以及政府的层级、组织、岗位、人员等要素将战略进行细化、分解、形成具体措施,通过正确地、准确地、严格地执行,最终完成目标计划并实现目的的一套系统化流程,政府战略执行力就是完成这套系统化流程的能力和手段。并且将战略执行过程分解为战略、人员、运作三大核心流程,将执行力具体化为构建此三流程并对此进行控制、调整的一种能力;而战略执行三流程中的各个要素、控制保障和动态调整体制、乃至于作为基础支撑的执行文化,均构成执行力的影响因素。
     最后,在对普侨区政府执行力现状中存在的几类问题进行表象描述总结的基础上,根据分析得出的战略执行理论模式,从战略流程——战略制定、战略分解、具体的发展思路与执行主体对此的认知、及实施效果,人员流程——干部队伍构成情况、部门岗位与人员匹配情况、绩效管理与激励机制,运作流程——决策机制、责任机制、执行跟踪督查机制,三个方面全面剖析普侨区政府战略执行力的状况以及存在的问题和原因,并结合理论和实际,探讨普侨区提高政府战略执行力的途径。
The government is put forward higher requirements by the new situation that it entering a new phase of economic development. Among all the administrative capacities, execution force is particularly fundamental and significant. Comparing to decision-making function focused Central Government, Local government is more execution -emphasized, who needs a strong one to achieve a range of values and target system developed and promoted by the Party and government. That’s why it is of great significance to study the execution of government, so as to promote the overall competitiveness of our government, enhance the execution force– especially that of local government, and get various national policies implanted with more efficiency. Considering our district, to promote the execution force is not just implementing the demands from higher level, but to meet the reality of building, mightily propelling and leapfrog developing a charming Overseas-Chinese-Town (OCT). So this paper plans to launch an innovating deep study on the composition and influencing factors of government execution force, and apply the theoretical research to practice so as to comprehensively strengthen the construction of the execution force of our district.
     In this paper, the author would put forward the theory of government strategic execution by introducing the theory of corporate strategic execution in the combination with the particularity of government organizations. It is a strategy to maximize the public interest and play the functions of public service, economic management and social cultural constructions. It also forms specific steps which would act as a systematical flow to accomplish the goal by breaking down the essentials such as the levels, organizations and staff of government according to the outer environment and local reality, and making them thinning as well as being carried out correctly, precisely and strictly. Government strategic execution is the capacity and way to complete this flow. It would break the process of the execution into three core processes, which are: strategic process, operation process, human resource management procedure. In this way, the execution force is embodied and becomes an ability to control and adjust the three main processes. The control and adjustment of all the essentials, dynamic regulations within the three flows, even the executive culture which serves as a fundamental, would all become the influencing factors for execution force.
     Finally, on the basis of a representative description summary of some chief existing problems in local government execution force, the paper would come to a theoretical mode of strategic execution from analysis, and discuss the way to promote the strategic execution of our OCT government from the three flows: strategic process including establishment, breaking down, specific development, the cognition of the actors and the effect of operations; human resource management procedure, including the composition of leadership, the match between position and staff, performance management and excitation mechanism; operation process, including mechanisms of decision, responsibility, operation and censorship. The three processes, combined with the existing situation and problems of OTC government strategic execution will be devoted to the discussion.
