天津市城镇化融资决策研究

摘要
城镇化对于推动城市经济发展、实现资源集约利用和产业集聚等方面发挥了积极的作用。资金是制约城镇化的关键要素,因此,融资是城镇化的关键环节。如何优化城镇化融资方案,降低融资成本和风险,成为理论界与实务界共同研究的课题。当前针对城镇化的研究,主要侧重于理论方面,取得了一系列的研究成果。而对实践方面的研究相对较少。本文侧重于实证研究,重点对天津市城镇化融资决策进行了研究,论文主要工作和创新如下:
     (1)提出了城镇化发展驱动因素,分析了城镇化的主要影响力,并对其发展趋势进行了预测分析。比较分析了国内外主要发展案例。重点分析了城镇化发展的政策、技术、需求、社会和其他等驱动因素。提出了小城镇、园区产业、设施农业和城镇建设的四个发展趋势。
     (2)基于时间序列的基本原理,构建了城镇化投资需求预测模型。在对城镇化主要项目分析测算的基础上,对城镇化固定资产投资总量进行了预测,并利用构建的预测模型,对各个时间段的投资进行了预测,对影响资金需求变化的动态因素进行了分析。同时,分析了天津市金融市场融资总量,分析了政府财政收支和偿债能力,并对企业自筹资金和其他资金供给情况进行了分析预测。
     (3)借鉴当前先进的融资模式,结合天津市城镇化的实际,分析了适合天津市城镇化发展的融资模式及融资结构,提出了天津市城镇化发展的融资方案。基于模糊偏好关系和模糊集结算子,构建了融资方案选择模型,进行了实证研究,演示了方案选择方法的具体应用,验证了该方法的科学性和适用性。
     (4)提出了天津城镇化发展融资保障措施。通过项目评级、项目筛选、项目开发时序的分析,确定了融资的重点项目。提出了加强多方合作、突出融资重点、增强金融机构对城镇化建设的支持力度和积极拓宽融资渠道的保障措施。
Urbanization plays a great role in promoting economy development, intensiveutilization of resources, and industrial agglomeration. Funds is the key factor ofurbanizaion, therefore, financing is the key step in the process of it。How to optimizefinancing scheme of urbanization and reduce financing cost and risk, is the commonsubject for theory and practice field. At present, literature on urbanization mainlyfocuses on the theory, however, research results on the practice of urbanization arefew. The dissertation mainly focuses on case study of financing decision-making ofurbanization in Tianjin, The main work and innovations of the dissertation include:
     1. Driving factors of urbanization development are proposed, and mainly influenceof the urbanization is analyzed, also, development tendency of the urbanization ispredicted. Mainly development cases home and abroad are comparatively analyzed.Drving factors of policy, technics, demand, society, etc, are mainly analyzed.Development tendenchy of small town, park industry, facility agriculture, and townconstruction is proposed.
     2. Based on time series theory, invest demand prediction model of urbanization isformulated. On the basis of analysis and measure of mainly project of urbanization,total invest of real estate of urbanization is predicted, and invest in different time isalso predicted by using the prediction model, and dynamic factors which have aneffect on demand change of funds. Whats more, total finaning amount of financialmarket, government revenue and expenditure and debt-paying ability is analyzed,self-collecting capital of company and supply of other capital are also analyzed orpredicted.
     3. Using present modern financing mode, according to real situation of urbanizationof Tianjin, finacing mode and structure of urbanization development adabted toTianjin is analyzed, and financing scheme for urbanization development of Tianjin isproposed. Based on fuzzy prefferece relations and fuzzy aggregation operator,selection model of financing scheme is formulated, and case study is made, andapplication of the model is illustrated, scientificity and applicability of the selectionmethod for financing scheme is validated.
     4. Safeguard measures of urbanization financing in Tianjin is proposed. Keyfinancing projects is difined by analysis on project rating, project selection and projectdevelopment schedule. Safeguard measures of enhancing multilateral cooperation, standing out financing emphasis, enhancing financing institutions to provid moresurport for urbanization construction, and enlarging financing channel are proposed.
