电信行业B2B电子商务模式及构建研究

摘要
近年来,随着信息技术的飞速发展,整个信息产业面临巨大机遇的同时也面临着同样巨大的挑战,在这样的大背景下,电信行业与互联网行业加速融合。其主要表现为:传统的互联网企业开始涉足电信行业,于此同时电信行业正不断加大提供互联网服务。
     电信运营商作为宽带网络和移动网络的拥有者和建设者,为了维护和建设宽带网络和移动网络,三大运营商每年都要进行大规模的设备采购,作为国有三大电信运营商,分别采购难免会造成资源浪费、技术重复。为了避免这些问题,提高采购环节效率,因此提出战略采购联盟概念,以电子商务B2B模式统一采购,可使企业获取互补资源,增强动态核心竞争力。我国三大运营商都相继提出了由传统基础网络运营商向综合信息服务提供商转型的发展战略,这就促使了电信业余互联网的进一步融合,同时为响应十二五号召,促进国家信息化,特别是中小企业信息化。运营商应该发挥龙头作用为电子商务的发展、创新以及中小企业信息化进一步提供的支撑。
     论文根据电信运营电子商务发展的需求和发展前景,结合价值链理论、价值生态系统理论、供应链理论等对基于电信B2B价值链的流程和电信企业B2B商业模式创新性的提出:
     1.电信基于战略联盟的动态采购平台体系结构与构建方法
     2.电信企业B2B中介型电子商务服务模式及构建
     3.电信B2B平台多维信用体系的管理模型
     论文的内容和章节安排如下:
     第一章为绪论,主要说明论文的研究背景、意义和方法。
     第二章首先分析了企业价值链和虚拟价值链以及价值生态系统的概念,接下来先分析了电信产业B2B价值链,并对电信B2B价值链的上下游进行了细分,具体分析了价值链上游的电信采购价值链和价值链下游的企业信息服务提供价值链。最后基于价值生态系统理论分析了电信企业B2B生态系统的上环和下环,并提出了如何构造电信企业特有的商业生态系统。
     第三章基于BPR理论、供应链理论、价值链理论,对电信企业供应链集成和电信企业采购现状进行了分析,对电信企业供应链集成和电信企业B2B采购模式进行了分析研究。
     第四章对电信企业采购再造的研究,从基于企业内部价值链的企业内部采购流程再造和和基于行业价值链的供应商和企业之间采购平台的建设这两方面进行研究,提出由运营商组成采购联盟委托第三方建立B2B采购平台,对基于战略联盟的B2B动态采购平台的构建进行了研究。
     第五章研究运营商针对下游企业客户特别是中小企业B2B电子商务平台的构建方法,分析了中小企业客户的市场现状和国内外电信运营商的电子商务发展情况,电信企业B2B平台建设和商业模式进行了深入的研究,并给出了相应模型。本章还研究了合作角度构建合理的电信企业B2B价值链。
     第六章对现有国内B2B平台的信用评价体系作了详细分析,创新给出适合我国B2B电子商务企业发展的多维信用评级体系,通过静态指标、动态指标、第三方记录等指标进行企业信用综合评价,为电信B2B平台的信用管理提供了解决方案。
     第七章总结论文中研究结果和研究结果的创新之处以及对未来发展方向的预测。
As the rapid development of the information technology, entire information industry is facing huge opportunities and challenges. Under this condition, the convergence of telecommunication and Internet is accelerated as Internet enterprise starts to set foot in telecommunication industry and telecommunication industry offers more Internet service.
     In order to maintain and develop the broadband network and mobile network, telecommunication operators need to have the large-scale equipment purchase every year as China Mobile, China Unicorn and China Telecom. However, separately purchase will bring waste of resource and technology duplication. To avoid this problem and increase the efficiency of the purchase, the concept of strategy purchase alliance is proposed, which is using the B2B mode in e-commerce to do the purchasing could help the enterprises obtain the complementary resource and improve the dynamic core competence. The three operators have already proposed the development strategy as transform from traditional basic network operator to comprehensive information service provider, which promote the convergence of telecommunication industry and Internet. Operators also need to play the leading role to support the development and innovation of e-commerce and informatization of small and medium-sized enterprises respond to the twelfth five-year plan.
     This paper based on the requirement and development prospect of telecommunication operator's e-commerce developing, combined with value chain theory, valuable ecological system theory, supply chain theory to innovatively offer the suggestions to the process of telecommunication B2B value chain and business model.
     1. Base on the purchasing of the strategic alliance, Telecommunication strategic dynamic purchase alliance platform system and construction and the method of constructing
     2. Telecommunication enterprise B2B intermediate type e-commerce service mode and construction
     3. Telecommunication B2B platform multi-dimensional credit system management model
     The content and arrangement of chapter is:
     Chapter 1 is introduction and introduces the research background, meaning and method.
     Chapter 2 analyzes the enterprise value chain, virtual value chain and the concept of valuable ecological system. After this analysis the telecommunication industry B2B value chain and subdivision the upstream and downstream of value chain. The purchase value chain of upstream and enterprise information service value chain of downstream is specific mentioned. Finally shows the method to construct the business ecological system of telecommunication enterprise.
     Chapter 3 bases on the research of BPR theory, supply chain theory, value chain theory to analyze the condition of supply chain integration, strategy alliance and purchase of telecommunication enterprise. Furthermore, the research of purchase, enterprise customers flow, organization restructuring and information integration is made from the prospective of telecommunication enterprise strategy alliance.
     Chapter 4 research the purchase reconstruction from purchase process reconstruction based on the value chain and the construction of purchase platform between supplier and enterprise. Propose the method that purchase alliance consists of operators delegate the third party to build B2B purchase platform. Finally research the construction of dynamic purchase platform Strategic alliance based on B2B procurement platform for building was studied.
     Chapter 5 researches the platform construction method and analyzes the market status of medium and small enterprises. Moreover, the development condition of e-commerce in home and abroad, business model and B2B platform construction are researched and provides the relevant model. This chapter also researches the construction of telecommunication B2B value chain from the cooperation view.
     Chapter 6 analyzes the credit evaluation system of B2B platform and innovatively proposed the multi-dimensional evaluation system, which suits the development of B2B e-commerce enterprise. With static index, dynamic index, third party record to comprehensively evaluate the enterprise credit, which provide the solution of B2B credit management.
     Chapter 7 summaries the research result and innovation part of the paper and forecast the development direction.
