中国石油企业跨国经营战略研究

摘要
中国石油企业实施跨国经营战略，是中国作为石油净进口国的客观需要，是保障国家安全和实施可持续发展战略的需要。
中国石油企业跨国经营的理论依据是国际生产折衷理论等理论。
中国石油企业跨国经营战略包括进口、出口及生产战略和投资地点的选择。
进口战略强调调整原油进口结构，加大非海湾地区原油进口比例，重点是中亚—俄罗斯地区；出口战略主要研究EPC工程；生产战略主要研究如何在炼化过程中降低成本。
投资地点的选择要考虑油气富集程度、勘探开发程度、政治经济和油气财税制度，必须进行可行性研究。投资地点选择以中亚—俄罗斯、中东—北非和南美为三大战略区，中亚—俄罗斯战略区宜采用集中战略，中东—北非和南美战略区宜采用分散战略。
In order to gain country safety and sustainable development, Chinese petroleum corporations have to engage in international business after becoming a pure oil-import country.
The theories of international business are the Theory of International Production Eclecticism and other theories.
Transnational strategies of Chinese petroleum corporations consist of import strategy, production strategy, export strategy and the selection of investment place.
As for import strategy, we put emphasis on the structure adjustment of oil-import. The most important area is Middle Asia-Russia. Export strategy is in question of EPC engineering. Production strategy is how to reduce cost while refining.
As to the selection of investment place, we should research the concentration of petroleum and natural gas, political system, economy system, oil taxation system. Feasibility research is essential.
About investment place, there are three strategic areas. They are Middle Asia-Russia, Middle East-Northern Africa and Southern America. Concentration or diversification is selected in each area accordingly.
