基于工作流管理的武警河北总队宣传文化业务集成处理系统的设计与实现

摘要
随着现代科学技术的突飞猛进,尤其是计算机技术、网络技术、通信技术以及自动化技术的飞速发展,办公自动化(Office Automation,简称OA)在技术和应用上都得到了更高层次的发展,成为现代社会的重要标志。工作流技术克服了传统的面向功能设计的OA系统的不足,实现了业务流程的自动化控制,使企业或组织的各种资源(包括人员、知识)实现了以完成业务为目标的合理配置,充分拓展了网络在OA系统中的作用,提高了OA系统的灵活性和可扩展性,是支撑现代OA系统的关键技术之一。“建设信息化武警,实现跨越式发展”,是武警部队本世纪初重要的战略目标,目前武警部队“三级网”已初步建成,基本实现了指挥控制实时化、勤务管控可视化、教育训练网络化等目标,视频会议、网上查勤、网上教学、网上心理咨询与辅导等功能的实现极大地拓展了网络在武警部队信息化建设中的各项功能。但是武警部队的机关办公自动化却停留在单机环境下的信息收集、加工、存储的阶段,以纸张为信息载体、以人工方式传递信息的办公模式消耗了大量的人力和财力,与武警部队信息化建设形势极不相适应,严重制约了武警部队信息化建设的进程。
     本文介绍了办公自动化的发展现状,详细分析了工作流技术的产生、发展及未来趋势,对工作流管理系统的基本模块、系统结构进行了研究。在此基础上,用工作流的基本概念和方法对武警河北总队宣传文化业务进行了分析与建模,对文档的自动归档技术、流程步骤的动态控制技术、数字签名和身份验证等多项关键技术进行了研究。在Ultimus BPM Suite 7.1平台下,设计完成了武警河北总队宣传文化业务集成处理系统,实现了武警河北总队宣传文化业务的无纸化办公,对武警部队的机关办公自动化进行了有益的尝试,具有一定的理论意义和实用价值。
With the development of technology such as computer, network, communication and automation, Office Automation has developed in high level on technology and application and become an important part of modern society. Workflow technology, one of the key technologies for OA System, overcomes the shortcomings of traditional OA system which based on the function-oriented design, realizes the automatic control of business process and achieves the reasonable configuration of all kinds of resources ( personnel, knowledge and etc). It expands fully the network's function in OA System and enhance the flexibility and scalability of OA system. "Building a information-armed police force, realizing development by leaps and bounds from half-mechanisation to information" is the strategy of CAPF at the beginning of this century. Presently the CAPF network has been constructed primarily and it can realize real-time command and control, video meeting, online training and so on. But the OA system in CAPF is still in the phrase of information collecting, processing, and storage under the stand-alone environment. At the same time, information carrying by paper and transferring by human costs much manpower and money. So it doesn't meet the need of informalization of CAPF, on the contrary, it restricts the development of informalization of CAPF seriously.
     Firstly, this thesis introduces OA, then it analyses the formation, development and future direction of workflow technology in details. We studies the basic module and architecture of workflow management system. On the base of that, we models the propaganda&culture business processes of CAPF of Hebei Province according to basic concepts and techniques of workflow. We studies a number of key technologies including the automatic archiving, dynamic control of process steps, digital signature and identity authentification and implements the business processes of CAPF of Hebei Province based on the Ultimus BPM Suite 7.1 platform. Our work helps to achieve paper-less office and certainly has some academic and practical value.
