区域水资源配置方案综合评价研究

摘要
随着经济社会的快速发展,水资源供需矛盾日益突出,为解决供需矛盾,要进行水资源的合理配置。目前对于水资源配置的研究,水资源工作者研究重点一般都集中在如何通过数学——经济模型推算出水资源合理配置的方案,关于配置方案的后续评价研究却很少。本论文主要针对配置方案的后续工作,开展了以下研究:
     (1)总结分析国内外关于水资源合理配置及综合评价的研究成果。介绍了水资源配置方案评价的意义,本论文研究的主要内容和思路。
     (2)阐述了水资源合理配置的内涵、目标与原则,介绍了水资源配置综合评价的工作步骤和主要内容。
     (3)探讨分析了水资源需水预测的原理、基本原则、影响因素、步骤;采用了RBF神经网络和支持向量机对西安市的生活需水进行了预测。
     (4)从社会、经济、生态环境和水资源利用四个方面,提出了区域水资源合理配置综合评价指标体系。建立了由目标层、准则层、指标层和方案层组成的水资源合理配置综合评价递阶模型,并采用多层次模糊优选模型进行了水资源合理配置方案的综合评价。
     (5)对南水北调受水区(陕西境内)水资源供需情况进行了分析评价,得到了受水区2020年12个方案的水资源配置方案,利用所建立的综合评价模型进行了分析计算,选出了社会、经济、生态协调发展的水资源合理配置方案。该方案符合当地实际情况,说明建立的评价指标体系和模型是合理、可行的。
With the rapid development of economy and society,the contradiction between the supply and requirement of water resources is becoming aculeate increasingly. To solve the contradiction between supply and demand, it is necessary to carry out rational distribution of water resources.Currently in the research of water resource arrangement, scholars mainly study how to reckon schemes of arrangement with reasonable water resource through the mathematics-economiemodels, but the fllow-up appraisal research of the arrangement sehemes is few. The main thesis of this configuration for the follow-up work, carried out the following:
     (1)summarizing the research fruit of water resources rational allocation and synthetic evaluation. Introducing the significance of the allocation of water resources assessment, and the paper's the main content and ideas were introduced.
     (2)Discribes some concepts of water resources rational allocation, such as the connotation,the object,the principle.The work approach and the main content of evaluation by synthesis is introduced.
     (3)It discusses the principle, the basic principle of factors, steps of predict the demands of water resources, the use of RBF neural network and support vector machines on the lives of Xi'an water had been forecasted.
     (4)A index system to evaluate the allocation of water resources is proposed including society, economy,entironment and the uses of water resources.The setp-up model of water resources synthetic evaluation is built,combing objects,rules, index and schemes. Also, this paper adopts multilayer fuzzy optimal model to evaluate the allocation schemes of water resources.
     (5)Based on the analysis and appraisal of water resources supply and demand situation in South-North Water Diversion(shan'xi), the allocation results for Shanxi region, score water resources rationgal allocation plan in 2020 were obtained, by using the established synthetic evaluation model, selecting the water resources rational allocation sehemes which can encourage the society, the economy and the entironmnent's harmonize development was selected.The plan was fit for the region's actual situation,and showed that the established evalution index system and the model was reasonable and feasible.
