建设工程见证取样检测监督管理信息系统开发与应用研究

摘要
建设工程质量的好坏直接关系到广大人民群众生命财产的安全,工程质量检测是工程质量监督的重要内容。因而为了进一步规范建筑材料和结构质量检测工作,保证工程质量检测数据的真实性,国家明确要求对建设工程质量检测实行见证取样送检管理制度。经过多年的实施以及不断的完善,见证取样送检制度取得了较大成效,但实际见证取样送检工作仍存在很多问题,如弄虚作假、责任不明等,这些问题如不及时引起重视和改进,必将直接影响见证取样送检管理的健康发展。因此,加强对见证取样检测工作的监管势在必行。
     本文针对目前见证取样检测工作中存在的问题,以现有的成熟技术应用为基础,利用Internet技术和分布式数据库技术将一定区域的见证取送样人员信息、检测机构信息、检测业务信息等几方面整合为一个信息共享的综合性管理平台,建立建设工程见证取样检测监督管理系统,旨在依靠高科技手段实现提高监管效率,加强监管力度等目的。
     首先,阐述了项目所依据的管理思想和理论基础,同时简要介绍了建设工程的特点及其对见证取样检测监管工作的影响,然后对项目需求做了深入的分析,最后提出了项目目标和设计原则。
     其次,对项目业务流程、项目数据流程做了剖析,继而提出了项目功能体系构架并对项目功能模块的设计做了具体阐述。
     再次,具体介绍了项目开发的技术特点以及关键技术,并从项目组织、项目计划、项目管理三方面对项目开发过程的管理做了简要论述。
     最后,对建设工程见证取样检测监督管理信息系统的应用情况进行效果评价,并分析了系统推广应用的市场潜力和社会效益。
The quality of construction projects is directly related to the safety and property of the people, so project quality measurement is an important content of the project quality supervision. In order to further standardize the quality of building materials and structural detection and to ensure the authenticity of project test data, government make a clearly requirement that witness sampling inspection management system should be taken in the construction project quality measurement. After years of implementation and continuous improvement, the witness sampling inspection management system has made great achievements, but there are still many problems in practical work, such as fraud, responsibility unclear and so on. If these problems are not given enough attention and make a promptly improvement, they will directly influence the healthy development of witness sampling inspection management. So strengthening the supervision of witness sampling inspection is imperative.
     From the point of the view of management information construction in building project quality measurement supervision, aiming at the problems in the witness sampling inspection currently, based on the existing mature technology application, the dissertation sets up witness sampling inspection management system in building project quality measurement that witness personnel information, inspection institutions information,and test data in certain areas can be integrated into a comprehensive management information sharing platform with the help of the technology of the Internet and distributed database. The system is built to improve supervision efficiency and strengthen supervision relying on high-tech means.
     Firstly, this paper expounds the management of ideological and theoretical basis that the project relied and make a brief introduction of the features of building project and their influence on witness sampling inspection supervision, then the thesis has a depth analysis of project requirements and proposes project goals and design principles.
     Secondly, the dissertation makes an analysis of project business process and project data flow, then it raises project functional system architecture and elaborates the design of project functional modules in detail.
     Thirdly, the thesis introduces the technical features and key technology of project development, and it makes a brief discuss of the project development process management from project organization, project planning, and project administration.
     Finally, the paper takes an evaluation to the application of witness sampling inspection management system, and predicts the market potential and social benefits after promoting the use of the system.
