基于农户增收的生鲜农产品流通价值链分工与组织优化研究

摘要
促进农民增收是解决我国“三农”问题的核心。但是,在当前我国大力推动以市场化、商品化和专业化为特点的农业现代化进程中,农户实现增产增收的愿望却越来越难。其突出表现是:一方面,响应政府号召进行农业生产结构调整而发展起来的特色农业也遭遇产品“卖难”困境;另一方面,农业领域的产品内价值链分工使得农户处于不利的收益分配地位。本文以此为背景,以赣南脐橙流通价值链为实例,运用产业价值链的相关理论和新兴古典经济学的超边际分析方法和计量经济学的分析方法对生鲜农产品流通价值链管理进行了较为系统深入的研究,主要研究内容如下:
     第一,构建了农产品流通价值链管理研究的整体框架。由于现有的价值链管理理论体系基本上都是针对工业品而构建的,而农产品具有许多不同于工业品的特质,导致农产品价值链的增值机理与工业品不同;同时农产品流通过程中的分工与组织也与工业品也存在较大差异。因此,本文的首要任务就是结合生鲜农产品的特质,剖析生鲜农产品流通价值链的增值机理;并在此基础上,根据产业价值链管理理论,构建农产品流通价值链管理研究的整体框架。
     第二,以赣南脐橙为例,深入细致地分析了其流通中的价值增值活动及相关参与主体。通过对比分析不同流通模式下赣南脐橙流通价值链的分工及流通收益的分配情况发现,中间流通成本较高,是推高农产品终端零售价格的主要原因;同时还发现与中间商相比,果农的投资收益率处于一个十分低下的水平,从这个角度来说,在农产品领域的确存在“两头叫,中间笑”的情况。在此基础上,着重剖析了当前赣南脐橙流通价值链管理中存在的问题。我们认为当前赣南脐橙流通价值链管理中存在增值过程管理滞后、不同环节的参与主体之间尚未建立稳定的利益联结机制、政府提供的支持性活动过剩与不足并存、缺乏能够主导整条流通价值链的核心主体等四个方面问题。
     第三,为解决赣南脐橙流通价值链管理中存在的问题,我们通过深入剖析国内外生鲜农产品流通价值链管理的典型成功案例,指出了其得以促进农户增产增收的内在本质,借鉴这些经验,提出了赣南脐橙流通价值链优化的总体思路,并指出赣南脐橙流通价值链三个需要优化的重点领域,即:分工与组织优化、增值过程优化和增值收益分配优化。
     第四,运用新兴古典经济学的超边际分析方法,通过模型揭示在产业价值链分工背景下,果农增产不增收的内在原因。探讨了果农通过有效介入脐橙仓储和品牌营销活动,以达到分享流通增值收益的必要性,并分析了当前制约果农介入仓储和品牌营销活动的障碍因素。在此基础上,深入探讨了果农通过选择恰当的分工组织模式,实现对脐橙仓储和品牌营销活动的有效介入,达到分享流通增值收益的可能性。
     本研究可能的创新点有:⑴构建了农产品价值链管理研究的整体框架,清晰地阐明了农产品价值链管理研究的核心问题,为人们深入开展农产品价值链管理研究奠定了基础,此可视为在理论上的创新。⑵与现有研究局限于探讨不同分工组织模式和契约规制安排对农户收入的影响,本研究通过对赣南脐橙流通价值链的实证分析,认为在农产品价值链分工背景下,果农要想分享流通中的增值收益,必须通过对流通中其它增值活动的有效介入来实现,果农介入这些活动的障碍可以通过分工的组织制度安排来化解,此可视为观点的创新。⑶运用新兴古典经济学的超边际分析方法,揭示了农产品生产区域分工背景下,农户陷入增产难增收困境的根本原因,在研究方法上具有新意。
To increase farmers' income is the key to solve "three rural issues". But the desire thatthe farmers increase production and income to achieve is becoming harder and harder duringthe process of Chinese agricultural modernization which have the marketization,commercialization andprofessionalizationin China. The main findings are as follows. On theone hand, Characteristic agriculture also encounters the predicament that the agriculturalproducts are difficult to sell. On the other hand, the product value chain division makespeasants in a disadvantageous position of income distribution.The above isthe background ofour study.In this Thesis, the fresh agricultural productscirculation value chainmanagement isstudied systematically and deeply. In our research, the theoryof industry value chain,infra-marginal analysis of new classical economicsandthe econometric analysis method isadopted. And all of empirical study is based on Gannan navel orangecirculationvaluechain.The main contents are as follows:
     First, this Thesis constructs the framework of circulationvalue chain management ofagricultural products. Because the theory system of value chain management basically is forindustrial products to construct;agricultural products with many different from industrialproducts;appreciation mechanism of agricultural products value chain is different fromindustrial products’; at the same time, there are many differences between division andorganization of agricultural product and industrial products’ during circulation process.Therefore, the main tasks of this Thesisare to combine the characteristics of fresh agriculturalproducts to study appreciation mechanism of circulation value chain of fresh agriculturalproduct,and to construct the overall framework of circulation value chain management ofagricultural products according to the industry value chain management theory.
     Second, selects the Gannan navel orange as the study subject.This thesiscarefullyanalyzes the value activities and related subjects during the process of Gannan navel orangecirculation.Through the contrastive analysis of circulation value chain division of labor andincome distributionof the Gannan navel orangeindifferent circulation modes, the conclusionsare as follows. The main reason that the terminal retail price of agricultural products is on the high side is the high circulation operation cost; Compared with the intermediary, farmers’ rateof return on investment is in a very low level, This Thesis focuses on analyzingGannannavel orange circulation value chain management problems.
     Third, this Thesis carefully analyzes typical successful cases at home and abroad oncirculation value chain management of fresh agricultural products,and puts forward theessence of the main reason that the farmers increase production and income, this Thesis usesfor reference these experiences, puts forward the general idea of optimization of Gannannavel orange circulation value chain,and points out three key areas of the followingoptimization: division of labor andorganization, value-added process and value-added incomedistribution.
     Fourth,this thesisapply infra-marginal analysis to study circulation value chainmanagement of fresh agricultural products, reveals the intrinsic reason that the problem ofincreased production without the increased income of farmers under the background ofindustrial value chain division. It's necessary for Farmers to participate effectively in the navelorange storage and brand marketing activitiesin order to share circulation value-added income.This Thesis analysis the obstacle factors that farmers involved in warehousing and brandmarketing activities,then discusses that farmers can choose the appropriate division of labororganization mode to participate effectively in the navel orange storage and brand marketingactivitiesin order to share circulation value-added income.
     The main innovative research work of this Thesis can be summarized as follows:⑴Itis a kind oftheoretical innovation that this Thesis constructs the framework ofcirculationvalue chain management of agricultural products which is used for reference onother agricultural products circulation value chain management.⑵It is a kind of creative ideathat farmers can choose the appropriate division of labor organization mode to participateeffectively in the navel orange storage and brand marketing activitiesin order to sharecirculation value-added income.⑶It is a kind ofInnovation in research methods that thisThesisapply infra-marginal analysis to study circulation value chain management of freshagricultural products, reveals the intrinsic reason that the problem of increased productionwithout the increased income of farmers under the background of industrial value chaindivision.
