高新技术产业园区可持续发展研究

摘要
高新区经过发展,已成为我国高新技术产业发展的基地,成为拉动经济增长的重要力量;同时也成为我国科技成果转化和产业化的重要基地,成为培育高新区技术企业的摇篮。高新区在我国实施自主创新战略中占用不可替代的地位,并将发挥不可估量的作用。在高新区取得重要经济效益、社会效益的同时,在发展中也存在过度开发等不可持续发展的问题,因而,本研究无论从理论上还是从实践上都显得必要。
     本论文以高新区可持续发展为主线,以系统论、经济学、社会学、生态学、环境科学、博弈论等学科的相关理论为指导,用系统分析与综合评价的思路,通过逻辑分析与数理分析的结合,科学地对高新区可持续发展理论、方法、评价指标体系做了多层次、全方位的系统研究。主要创新点体现在以下几个方面:
     (1)在高新区可持续发展概念、特征及其运行机制和发展思路分析的基础上,构建了高新区可持续发展的指标评价体系,建立了高新区可持续发展的人工神经网络评价模型,对高新区可持续发展进行评价。
     (2)对高新区可持续发展系统的内涵、特征、系统构成进行了较为详细的研究,建立了高新区可持续发展系统的因果关系模型和系统动力学模型,以对高新区可持续发展的主要反馈回路、政策作用点等方面进行研究奠定了可靠的基础。
     (3)建立高新区之间竞争的博弈模型,研究高新区的竞争和调控措施,以免高新区之间的恶性竞争;基于外商直接投资的影响因素,建立跨国厂商投资的博弈模型,分析跨国厂商投资关注的问题,指导高新区的可持续发展建设。
Through the development of high-tech zones have become China's high-tech industrial development of the base, pulling an important force for economic growth; It also has become China's scientific and technological achievements into the industry and an important base for training high-tech zones as the cradle of technology companies. China's high-tech zones in the implementation of autonomy in the occupied innovative strategies irreplaceable status, and will play an immeasurable role. In the high-tech zones has made important economic and social benefits, while also exist in the course of development, such as the over-exploitation of non-sustainable development, thus, this study both theory and in practice seems necessary.
     The search takes the high technology industrial zone sustainable development as the master line, takes discipline such as system theory, economic, sociology, ecology, environmental science, demography and geography, game theory related theory as the instruction. With system analysis and synthesis evaluation, through logic analysis and number principle analysis, the research has scientifically done multi-levelly and omni-directional system research on the high technology industrial zone sustainable development theory, the method, the appraisal target system and the synthesis regulation, and has carried on the real diagnosis analysis to ShenZhen's sustainable development. Major innovation is reflected in the following aspects:
     (1) the high-tech zones in the concept of sustainable development, and its operational mechanisms and the development of ideas on the basis of building a high-tech zones indicators of sustainable development evaluation system and the establishment of a high-tech zones sustainable development of artificial neural network model evaluation, High-tech Zone to evaluate sustainable development.
     (2) high-tech zones, the connotation of sustainable development system, the characteristics of a system for a more detailed studies, the establishment of a high-tech zones sustainable development system causal relationship between model and system dynamics model, to the sustainable development of high-tech zones the main feedback loop, policy role in areas such as research points laid a reliable basis.
     (3) the establishment of high-tech competition between the game model to study the competitiveness of high-tech zones and control measures to avoid the high-tech zones between the vicious competition based on the impact of foreign direct investment, the establishment of transnational firms investment game model, analysis Transnational firms investment issues of concern to guide the sustainable development of high-tech zones building.
