转型期村级组织建设问题研究

摘要
2004年2月，中央以一号文的形式，颁布了关于促进农民增收的若干政策意见。时隔不久，在全国人大十届二次会议政府工作报告中，又提出要继续推进农村税费改革，从今年起，五年内取消农业税。几项政策措施的出台充分表明了“三农”问题作为党和国家工作重中之重的地位。而党和国家各项政策在农村的贯彻落实关键在于农村基层组织尤其是村级组织能否发挥其应有作用。因此，对村级组织建设问题的研究具有很强的现实意义。
本文主要分四个部分：第一部分，主要分析社会转型期村级组织面临的各种环境，这有利于了解农村的现实状况和村级组织建设的运行情况；第二部分，主要介绍村级组织建设存在的诸多问题，如村“两委”自身建设，村委会行政化倾向及农民合作能力缺乏问题，并在调查的基础上分析了村民对村干部的各种评价；第三部分，主要对一些村级组织建设先进经验进行了分析探讨，并从中获得诸多有益启示：第四部分，主要有重点地对村级组织建设提出一些对策，如建立“强县、弱乡、实村”的县乡村治理体制，提高农民组织化程度，加强村级组织规范化建设，强化村级组织发展经济职能等。
In February of 2004,the central authorities issue several policies about promoting the income of the peasants. After a while, in the government work report in the second Session of the tenth National People's congress, it was proposed that continuing advancing the reform of rural expenses of taxation and that canceling the agricultural tax in five years. The issue of the several policies and measures fully indicate the most important status of the "three agricultural problem" for both the Party and our country. And, the key of the implementation of the every policy of the Party and the government lies in the grassroots organization especially the village level organization could develop the function that it should have, or not. Therefore, it has very strong realistic meanings to study the building of the village organization.
This paper has four parts mainly: First part is the analysis of the various environment that the village-level organization face in society transformation period; The second part mainly introduce a great deal of question existing in the building of the village level organization, such as the self-building of the "two committees" of the village, the administrational inclination of the village committees and the lack of the cooperative ability of the farmers, and the various evaluation of the village staff given by the villagers, on the basis of investigating. The third part is the analysis and discussion about the advanced experience in the building of the village level organization, and get a great deal of good enlightenment from it; The fourth part are some countermeasures to the building of the village level organization, such as: build up the management system as" strong county , weak town, solid village", improve the systemized degree of the peasant, strengthen the standardized construction of the villag
e level organization, strengthen the function of the economic promoting of the village level organization, and so on.
