人口与人力资源项目管理研究

摘要
长期以来,政府部门的资源信息管理都是按照政府机构设置和职能分工实施管理,涉及众多部门,相应地,各类信息建设和管理任务也分散于各相关部门。
随着信息技术的不断发展,整个社会的信息化水平迅速提升,各级政府部门不断推进电子政务建设,各部门的资源管理和应用服务水平也取得了初步成效,为推进和完善资源信息管理积累了丰富经验和宝贵的基础资源。如何对这些资源进行有效的科学管理,是落实科学发展观的重要体现;因此探索一个合理有效的资源信息管理平台,为包括交通部门在内的政府各部门提供信息管理的模式是必要的。
本项目选取具有代表和普遍性的人口以及人力资源信息系统的管理作为研究课题。由于人口以及人力资源信息系统与众多业务应用系统密切相关,其建设、维护和提供广泛服务的难度和复杂性相当高,系统建设的制约因素很多。如信息提供、信息共享和政务信息公开缺乏法律法规保障机制;分散建设、信息标准不统一、信息采集来源和管理口径不同造成的信息不一致问题;信息完整性和准确性不高,缺乏权威性问题;更新维护机制不完备、跨部门交换和共享困难、应用服务匮乏等问题非常突出。
建设人口与人力资源信息系统,符合国家、省关于人口与人力资源信息化的总体要求。人口与人力资源信息系统建成后,将提供信息化建设和电子政务建设的数据信息。随着各部门对人口与人力资源信息系统应用的扩展,系统将完整记载居住人口的基本信息和社会信息的变化轨迹,实现对人口与人力信息的动态管理,实现对政府、对社会强有力的信息支持和服务。
The resource information is managed by many departments according to the framework of government and limits of their functions and powers for a long time.
With the development of information technology, the level of information management of the whole society rises quickly, all government departments began to accelerate the construction of electron government affair and the level of resource management and service is improved, and many experience and precious basic resource are accumulated for improving the level of management of resource information. It is an important embodiment of scientific and developmental viewpoint that How to manage the resource information in a scientific and effective way. So an effective and reasonable management of resource information must be constructed for all government departments ,including transportation.
The management of information of population and resource of manpower is selected as a typical and pervasive task.
Because information system of population and manpower resource is related with many applied systems and be limited by many factors, it is very difficult to construct, maintenance, and to offer extensive service. For example , the guarantee of laws and codes is absent in offer , share and ventilation of information , dispersive construction and different applied standard, resource of information managed in different departments result in error information. There is few intact and exact information with reliability. The problem is very prominent that imperfection of maintenance and renewal mechanism, difficulty of communication of departments, absence of applied service and so on.
The information system of population and manpower resource is constructed according with the request of our country, our province about information of population and manpower resource. The accomplished system of population and manpower resource will applied data information about construction of information system and electron government affair. With extending apply of the information system of population and manpower resource in all departments, the system will completely record the transformation of the basic and social information of living people to realize dynamic management of population and manpower information and informal sustainment and service.

建设人口与人力资源信息系统,符合国家、省关于人口与人力资源信息化的总体要求。人口与人力资源信息系统建成后,将提供信息化建设和电子政务建设的数据信息。随着各部门对人口与人力资源信息系统应用的扩展,系统将完整记载居住人口的基本信息和社会信息的变化轨迹,实现对人口与人力信息的动态管理,实现对政府、对社会强有力的信息支持和服务。
