摘要
我国的公路建设事业近年来取得了突破性的进展,随着经济体制改革形势的逐步深化以及公路建设事业的迅速发展,与过去的公路工程施工质量管理相比,现代的公路工程施工质量管理的内涵变得更加丰富,其不但在很大程度上受到经济、组织、技术和思想等诸多方而的制约,而且兼有顾问、控制、咨询、参谋等多层涵义,还广泛的涉及到技术关学、行为科学以及工程法规等因素。由此可见,探索出适合我国国情及公共施工特点的质量保证体系、质量管理方式,有着非常重要的现实价值。
