摘要
非洲国家的发展与治理,是今日世界发展与治理领域的难点,其中包含着复杂而重大的可供理论创新与实践探讨的空间。在此领域,中国的机遇、作用与使命都十分特殊。总体上看,在中非合作论坛框架下建构起来且日趋机制化的中非关系,是一种以追求经济社会发展为核心内容的"发展导向型"的新型南南合作关系。今天,这一以共同发展、互利互惠、实用有效为价值理念和操作原则的国际合作关系,不仅提升中非双方的国际地位,改变着中非双方的国际身份,也对以往时代全球治理体系中西方发达国家"治人"而发展中国家"治于人"的旧式"干涉性治理关系"构成种种挑战,并因此而形塑一种新的全球治理与发展模式。
The development and governance in African continent is that the difficulties of the same field of the world,which contains a complex and significant space for theoretical innovation and practical exploration.China's opportunities,effects and missions are very special in this area.In total,the relationship between China and African which has based on FOCAC and more increasingly mechanism is a new model of south-south cooperation relationship.It's a " development oriented" relationship that is pursuing economic and social development as the core.At the present,the international cooperation relationship which is characterized by " common development,mutual benefit and practical efficient",this new relationship not only improving the China-Africa' s international status,changing the China-Africa's international identity,but also challenging the old-fashioned "interferential governance relationship" which a kind of "rules lives" in the developed countries and "ruled lives" in the developing countries in traditional global governance system,and shaping a new pattern of global governance and development.
