运行核电厂人因类运行事件分析

摘要
近年来世界核电行业发生了几起重大人因事故,如美国三哩岛核电站事故、苏联切尔诺贝利核电站事故、日本JCO核原料加工厂临界事故和福岛核事故等。这些重大事故的原因都直接或间接与人因失误有着密切的关系,人因失误是导致事故发生的重要贡献因子或主要原因。三哩岛和切尔诺贝利核事故之后,人们已深刻认识到仅考虑技术、设计和设备方面的安全是不够的,人员行为和人因失误等相关问题是不容忽视的,进而逐渐形成了要加强人因管理的思想。本文介绍了核电厂人因管理的相关特性,并对我国运行核电厂自1991年至2011年的运行事件中的人因类运行事件进行统计、分类、分析,从而提出几点对我国核电厂改善人因管理进而提高核电厂核安全文化,达到良好安全稳定运行状态的建议。
In recent years,the world nuclear power industry happened a few significant accident related to human errors,such as such as the Three Mile Island nuclear power station accident,the former Soviet Union Chernobyl nuclear power station accident,Japan JCO nuclear raw material processing factory critical accident and Fukushima nuclear accidents,etc.The cause of these significant accident directly or indirectly have close relationship with human errors,human errors are important contribution factor or main reason of accidents happening.After the Three Mile Island nuclear power station accident and Chernobyl nuclear power station accident,People have realized considering technology,design and equipment safety only is not enough,personnel behavior and human errors and other related problems can not be ignored,then gradually formed to strengthen the thoughts of management for human errors.This paper introduces the related characteristics of human error management,and goes on statistics,classification,analysis to the operating nuclear power plant operating events related to huaman errors of our country from 1991 to 2011 years.And then raise some advices of puting forward some improvement on our nuclear power plant for management so as to improve nuclear power plant nuclear safety culture,to achieve the safe and stable operation of the good state.
