化妆品电子商务监管模式探索

摘要
电子商务作为一种新型的商业模式,近年来呈持续快速增长态势。目前,国内的化妆品网购市场鱼龙混杂,假货、劣货、水货的案例时有发生,对消费者权益保护以及政府监管提出了新的挑战。值《化妆品卫生监督条例》修订契机,对北京市部分电子商务企业进行走访调研,与基层监管人员座谈交流,结合文献调研、问卷调查、专家座谈、资料分析等方式对我国化妆品电子商务业态监管模式及现状进行调研,旨在梳理化妆品电子商务监督管理体系,分析监管工作中的问题与难点,提出相应的监管政策建议。
As a new business model,electronic commerce(e-commerce) is in a continuous rapid growth in recent years.At present,the domestic cosmetics online shopping market is a mess in some degree.There are still cases occurred from time to time,such as adulteration,goods in poor quality,smuggled goods,and so on,putting forward new challenge for the protection of the rights and interests of consumers and the government supervision.Now "Cosmetic Health Supervision Regulations" is in revision process,and it's a good time for us to investigate the situation and regulatory model of cosmetics e-commerce through visiting parts of the e-commerce enterprises in Beijing,communicating and exchanging views with regulators at the grass-roots level,in combination with literature research,questionnaire survey,experts discussion,data analysis,etc,in order to clarify cosmetics e-commerce regulatory system,to analyze the problems and difficulties in supervision work,and to put forward regulatory suggestions as well.
