危险化学品安全风险防控与应急处置技术体系探讨

摘要
天津港"8·12"瑞海公司危险品仓库特别重大火灾爆炸事故警示我们,安全事故风险的预警防控与应急处置救援是一个贯穿危险化学品全寿命周期的安全系统工程,为了减少事故保障安全,我们不但要注重事故发生后的应急救援与应急处置环节,更要注重事故发生前的安全风险防控环节。本文结合参加天津港"8·12"事故现场应急救援的亲身经历,从危险化学品的安全风险认知、危险因素监测、动态安全评价、重大风险辨识、临近事故预警、事故早期防控、事故应急救援、事故现场处置、事故现场修复等事故链条节点的角度,探讨危险化学品安全风险防控与应急处置技术体系,以期为危险化学品安全风险防控与应急技术装备的系统深入研究提供必要帮助。
As warned by Tianjin Port 8·12 Explosion Accident, it is safety system engineering throughout the life cycle of hazardous chemicals that precaution and control of accident risks, emergency response and rescue. To reduce accident number and ensure safety, not only should attention be paid to emergency rescue and disposal, but prevention & control of security risk before accidents should be more focused on. In this work, prevention & control of security risk of hazardous chemicals and emergency disposal technology system were investigated, combining author's emergency rescue experience in Tianjin Port 8·12 Explosion Accident, from the perspective of an accident chain including risk perception, risk factor monitoring, dynamic security evaluation, significant risk identification, accident warning, prevention and control of early stage accidents, emergency rescue, on-the-spot disposal, and accident scene reproduction, aiming to help on further systemic research on prevention & control of security risk of hazardous chemicals and emergency disposal equipments.
