文化和旅游融合发展:基于国民经济行业分类体系的测度与展望

摘要
从国民经济行业分类体系角度对文化和旅游融合发展的现状与未来加以测度与展望,既是市场实践和政策制定的重要关切,又是本领域研究的薄弱所在。本文使用《国民经济行业分类》和投入产出表数据,对不同口径下文化和旅游产业融合发展所形成的部门产出进行了测度。结果显示,2012年,文化和旅游窄口径融合所形成的产出规模为1492.99亿元,宽口径融合所形成的产出规模为7673.71亿元;2015年,文化和旅游窄口径融合所形成的产出规模为2050.57亿元,宽口径融合所形成的产出规模为12884.69亿元。展望未来,现代服务业是文化和旅游直接融合的重点领域,"三新"经济对文化和旅游融合发展的渗透作用愈加突出,在融合过程中旅游及相关产业的外延界定更为明确。建议逐步建立统一的统计与核算体系,推进供给侧结构性改革,充分发挥产业政策的引导作用。
To measure and prospect the status quo and future of convergent development of culture and tourism in the perspective of national economic industries classification system, is not only an important concern of industrial practice and policy-making, but also a weakness of the researches in this field. Based on the data of Classification of National Economic Industries and Input-Output Table, this paper tries to evaluate the departmental output of the convergent development of culture and tourism industries in different ranges. The results show that in 2012, the output scale of convergence of culture and tourism were RMB 149.299 billion and 767.371 billion in the narrow-range and in the wide-range respectively; and in 2015, the figures were RMB 205.057 billion and 1288.469 billion respectively. Looking forward to the future, the modern service industry would be the key area of direct convergence of culture and tourism. The penetration of so called "three new" economy, i.e. the new industry, new format and new business model, into the convergent development of culture and tourism industry would be more prominent. In the process of convergence, the extension of tourism and related industries is more clearly defined. It is suggested to establish a unified statistical and accounting system gradually, to promote structural reform on the supply side, and to enable the industrial policies functioning well.
